"Open Access" is an all-encompassing term covering both Gratis and Libre Open Access. More than 20 years ago Open Access meant content that was made available for free without any price attached. This type of Open Access is now referred to as Free Open Access. Over time, as the concept of open access became more widely accepted, there was a need to be clearer about what users were allowed to do with the content. This meant that the rights of users had to be clearly stated. This type of Open Access has no price barrier and removes at least some permission barriers. It is referred to as Libre Open Access. There are different levels of permissions for reuse, such as commercial use, creating translations, etc. (e.g. as specified in six different Creative Commons licences), different types of Libre Open Access also exist.

The publisher believes that for Open Access to work effectively, user rights and copyright ownership through licensing must be clear.
