Siyaset teorisinin en merkezi konularından birisini teşkil eden otoritenin belli başlı üç tanımı vardır. Bunlardan birincisi kavramın sözlük anlamı olup, “emretme veya nihai kararı verme hakkını”, ikincisi, “başkaları adına konuşma veya eylemde bulunma hak veya yetkisini”, üçüncüsü ise “herhangi bir konudaki uzmanlığı” ifade eder. Siyaset teorisi, bu üç anlamdan birincisi ile yani “başkaları için bağlayıcı olan kararları alma ve onları bu kararlara uymaya ikna etme veya zorlama gücü” ile alakadardır. Siyasal otorite hem tasviri hem de normatif bir karakter taşımaktadır. Siyaset bilimi ve siyaset sosyolojisi, onun pratik ve tasviri yönünü anlamaya ve ortaya koymaya çalışırken, siyaset felsefesi onun normatif tarafıyla ilgilenmektedir. Weber'den beri bilinmektedir ki, devlet sadece şiddet kullanma tekeline sahip olduğu için değil, ayrıca bu şiddet kullanma tekelinin meşru olmasından dolayı otorite sahibidir. Burada devletin otoritesini tesis etmek için şiddet kullanması işin tasviri tarafını, kullanmakta olduğu şiddetin meşru olması ise normatif tarafını ifade etmektedir. Bu çalışmada siyaset teorisinin en önemli ilgi alanlarından birini oluşturan siyasal otorite kavramsal, tarihsel ve kuramsal açılardan ele alınarak irdelenecektir.
Authority that constitutes the most central topics of political theory has three definitions mainly. One of them is the dictionary meaning and it means the “right to command and making the ultimate decision”. A second meaning is “the possession by one person of a conferred right or title to speak or act on behalf of others” and a third meaning implies “an expertise in anything”. Political theory mainly concerned with authority in the first of these three senses, namely with “the power to take decisions that are binding on others and to induce or force others to abide by these decisions”. Political authority has two dimensions, both descriptive and normative. While political science and political sociology deal with its practical and descriptive dimensions, political philosophy relates to its normative dimension. As it is known since Weber, the state has the authority not because it has the right to monopoly of power only, but because of the legitimacy of that power. Here, power is the descriptive dimension, and the legitimacy of that power is the normative dimension of authority. In this study, political authority which constitutes one of the most important areas of political theory will be examined and scrutinized in terms of conceptual, historical and theoretical dimensions.
