“Medeniyet” kavramı Osmanlı entelektüel gündemine 19’ncu yüzyılda girmiştir. Kavram, Avrupa dillerinde kullanılan “civilization” ve “civilisation” sözcüklerine bir karşılık olarak kullanılmıştır. “Medeniyet” ile her ne kadar geniş bir kültür çevresi fikrine gönderme yapılması söz konusuysa da aynı zamanda ilkellik ve vahşiliğin karşıtı bir duruma gönderme de söz konusudur. Avrupa tarihi açısından “civilisation/civilization” ile dönemin ilerlemeci tarih anlayışına uygun bir çerçevede Avrupa medeniyeti kast edilmektedir. Söz konusu anlayış, özellikle evrim kuramının etkisiyle ortaya atılan sosyal darwinist bakış açısını yansıtır. Buna bağlı olarak geri kalmış ülkelere “civilisation aktarımı”ndan söz edilmekte, ticarî ve askerî faaliyetlerle birlikte sömürgeci uygulamalara meşruiyet de kazandırılmaktadır. Osmanlı entelektüeli açısından “medeniyet”, bir taraftan Avrupa toplumlarının ilerlemişliği fikrine diğer taraftan hakiki gelişmişliğin tarihsel İslam toplumlarına has olduğu fikri çerçevesinde farklı bağlamlarda kullanılır. “Medeniyet” ve “İslam medeniyeti” terkibi şeklinde kullanılan kavram dönemin aydınlarının siyasî tutumlarına göre değişkenlik kazanır. Genel olarak Batı medeniyeti örnek alınarak Osmanlı toplumu için bir rehber olarak görülen “medeniyet” kavramının kullanımında örtük veya açık olarak ilerlemecilik, sanayi aktarımı, kültür aktarımı ve toplumsal/siyasî değişme talepleri yer almaktadır. İslamcı aydınlar içinse “medeniyet” kavramının bu kullanımına ilave olarak olgun ve gelişmiş bir toplum yapısının İslam tarihi içinde bulunabileceği ve Batı’nın sanayisi ve tekniğini almakla birlikte ahlâk ve fazilet kaynağı olarak İslam’ın öngördüğü toplumsal yapının tesis edilmesi gerektiği fikri öne çıkarılmaktadır. Bu çalışmada “medeniyet” kavramının tarihsel ve sosyolojik yönü ele alınmakta ve kavramın içeriği ile bazı Osmanlı aydınlarının kavramı kullanma biçimleri örneklenerek “medeniyet”in Osmanlı modernleşmesi sürecinde nasıl algılandığı çözümlenmektedir.

The concept of ‘medeniyet’ entered the Ottoman intellectual agenda in the 19th century. The concept was used as an equivalent to the European words ‘civilisation’ and ‘civilization’. Although ‘civilisation’ referred to the idea of a wider cultural environment, it also referred to a state that was the opposite of primitiveness and savagery. In terms of European history, ‘civilisation/civilization’ refers to European civilisation in accordance with the progressive understanding of history in the period. This understanding reflects the social Darwinist point of view, which is particularly influenced by the theory of evolution. Accordingly, the ‘transfer of civilisation’ to underdeveloped countries is mentioned and colonialist practices are legitimised with commercial and military activities. For the Ottoman intellectuals, ‘medeniyet’ is used in different contexts within the framework of the idea of the progress of European societies on the one hand, and the idea that true progress is unique to historical Islamic societies on the other. The concept used as a combination of ‘medeniyet’ and ‘İslam medeniyeti’ varies according to the political attitudes of the intellectuals of the period. The use of the concept of ‘medeniyet’, which is generally seen as a guide for Ottoman society by taking Western civilisation as an example, implicitly or explicitly includes the demands for progressivism, industrial transfer, cultural transfer and social/political change. Islamist intellectuals, on the other hand, in addition to this type of use of the concept of ‘medeniyet’, emphasised the idea that a perfect and developed social structure could be found in the history of Islam and that the social structure envisaged by Islam as a source of morality and virtue should be established despite the acquisition of Western industry and technology. This study deals with the historical and sociological aspects of the concept of ‘medeniyet’ and analyses how it was perceived in the process of Ottoman modernisation by exemplifying the content of the concept and the way some Ottoman intellectuals used the concept.
