Çin, günümüzde tarih kayıtçılığının düzenli şekilde yapıldığı bir ülke olarak bilinmektedir. Ülkenin tarihine bakıldığında erken modern ve modern dönemlerde yoğun bir Batı bilimsel metinleri çevirisi göze çarpmaktadır. Hanedanların olduğu süreçte kapalı bir kutu gibi yaşayan ülkede savaş yenilgileri ve yönetimin zayıflaması, modern dönemde onu dış dünyaya açılmaya zorlamıştır. Bu açılım siyasi ve ekonomik açıdan başkan Deng Xiaoping öncesi ve sonrası olarak keskin bir çizgiyle ayrılabilmektedir. Kendinden önceki birçok yöneticiden farklı olarak Deng Xiaoping, devlet yönetim sisteminde ve Çin’in kalkınmasında, bilime önem veren bir anlayışla adına ‘Dört Modernizasyon (四个现代化)’ dediği bir reform politikasını benimsemiştir. Bu çalışmanın amacı bilim temelli ‘Dört Modernizasyon’ reform politikasını, Çin siyasi ve ekonomik tarihindeki temelleri ile ele almaktır. Çalışma bilim ve teknoloji ile çeviri faaliyetleri aracılığıyla Çin’deki modernleşmenin tarihsel temellerine ışık tutmaktadır. Çalışma kapsamı olarak Çin’de bilim ve teknolojiye önem verilen modern zaman ağırlıklı olurken, zamanın yönetim sistemine etki eden farklı tarihsel süreçler de ele alınmıştır. Çalışmada ayrıca veri toplamak amacıyla China Academic Journals (CNKI) veri tabanı ve açık kaynaklardan elde edilen bilgiler ve bu alanda yazılmış kitaplar kullanılarak Çin’in modern dönemlerindeki bilimcilik ve çeviri faaliyetlerinin Deng Xiaoping’in reformları üzerindeki tarihsel etkisi incelenmiştir. Çalışmada Çin’in kalkınmasında büyük etkisi olan bu reform politikasının aslında yeni olmadığı, Çinli yöneticiler tarafından tarihin farklı dönemlerinde ayrı ayrı ele alındığı, Deng Xiaoping’in ise bunları tek bir politikada birleştirdiği sonucuna varılmıştır. Bu yönde bir çalışmanın Çin siyasi tarihine ışık tutarak, bilim ve çeviri faaliyetlerine ilişkin gelecek çalışmalara katkı sağlayabileceği düşünülmektedir.

Today, China is known as a country where historiography is done regularly. In the country's history, there is an intense translation of Western scientific texts in the early modern and modern periods. The war defeats and the weakening of the administration in the country, which lived like a closed box during the dynasties, forced it to open up to the outside world in the modern period. Politically and economically, this expansion can be sharply divided into pre- and post-president Deng Xiaoping. Unlike many of his predecessors, Deng Xiaoping adopted a policy of reform, which he called the ‘Four Modernizations (四个现代化)’, in the state administration system and the development of China, with an understanding that attaches importance to science. The aim of this study is to discuss the science-based 'Four Modernization' reform policy with its foundations in Chinese political and economic history. The study sheds light on the historical foundations of modernization in China through science and technology and translation activities. As the scope of the study, while the modern time, which gives importance to science and technology in China, is predominantly, different historical processes that affect the time management system are also discussed. In the study, the historical effect of scientism and translation activities in China’s modern periods on Deng Xiaoping’s reforms examined by using the China Academic Journals (CNKI) database and information obtained from open sources and books written in this field in order to collect data. In the study, it is concluded that this reform policy, which has a great impact on the development of China, is not actually new, it was handled separately by the Chinese rulers in different periods of history, and Deng Xiaoping combined them in a single policy. It is considered that such a study can contribute to future studies on science and translation activities by shedding light on Chinese political history.
