Called as Covid-19, the New-Type Coronavirus Disease, which started in late 2019 in China and spread almost to the entire world in early 2020, alarmed all countries that detected the disease. Covid-19, which turned into a pandemic, also caused that Turkey was alarmed for the fight against it. The discourses of the relevant institutions of the state and expert scientists are considered to be examined in the context of the first struggle within this framework. In the present study, the reflex of Turkey against Covid-19 pandemic as of the first case was detected within the initial 22-day period (10-31 March 2020) was evaluated. In this context the Official Gazette of the Republic of Turkey mainly Decisions by the decision taken by the other Ministries concerned with a number of organizations and applications have been examined. The purpose of the study was to analyze the initial general manifestations of Turkey against Covid-19 pandemic and the awareness policies, prevention and quarantine works, and also to question its efficiency in these works. Another aim is to make it possible to compare this process and the result of the questioning with similar studies to be carried out for different countries. As a conclusion, it was determined in the study that Turkey started to take precautions against Covid-19 disease before first cases were detected, and activated certain mechanisms to arouse awareness among people and for social isolation. The scientific committee created specifically for the epidemic played an important role in making decisions. Decisions regarding the prohibitions and precautions were taken gradually and parallel to the distribution of the cases and deaths, and policies supporting and prioritizing the health of the people were adopted.
