Koruma olgusu, araziye, yapıya, çevresindeki yapı gruplarına ve yerleşmelere anlamsal kültürel, estetik gibi değerler katmasının yanında maddi değerler de katan bir olgu olarak karşımıza çıkmaktadır. Bu olgu, Ayder yerleşmesi özelinde kendini fazlası ile göstermektedir. Ayder’in sahip olduğu doğal güzellikleri ve sivil mimari özellikleri nedeniyle alana turistik talep giderek artmaktadır. Ancak turistik talep büyüdüğü için yerleşmede uygulanmaya çalışılan koruma planı üzerindeki iç ve dış baskılar da giderek artmaktadır. Oysa planlama olgusu, tasarım sürecinden uygulama sürecine kadar birçok aşamayı içinde barındıran, uzun soluklu ve dinamik bir süreçtir. Bu süreç içerisinde en ufak bir aksayış planın uygulanabilirliğini olumsuz yönde etkilemektedir. Çalışma alanı olan Ayder yerleşmesi özelinde aksamalar, planın onaylanma ve hatta hazırlanma aşamasında başlamıştır. Ayder yerleşmesi bu kapsamda, doğal sit alanı ve turizm merkezi ayrıca Milli park statüsü olması nedeni ile yetki karmaşasının fazlası ile yaşandığı ve uygulamada belirsiz bir döngünün oluştuğu bir durum sergilemektedir. Bu çalışmada özellikle araştırma alanında uygulanmaya çalışan koruma planlarında “Yetki Karmaşasının” neden olduğu sorunlar ortaya konmaktadır. Çalışma 4 bölümden oluşmaktadır. 1. Bölüm; giriş; alanın genel olarak konumu, tarihsel gelişimi sosyolojik yapısı, hukuki gelişimi, yerleşim dokusu, mülkiyet durumu, 2. Bölüm; bölgede yapılmış olan planlama çalışmaları 3. Bölüm; kaçak yapılaşmalar ile bazı ruhsatlı yapıların proje değerlendirmeleri ve 4. Bölüm; sonuçlar ve öneriler.

Conservation phenomenon emerges as a phenomenon that adds value such as semantic cultural and aesthetics to land, structure, surrounding building groups and settlements as well as material values. This phenomenon manifests itself more in the Ayder settlement. Due to the natural beauties and civil architectural features of Ayder, tourist demand for the area is increasing. However, as the demand for tourism grows, internal and external pressures on the conservation plan that is being implemented in the settlement are also increasing. However, the phenomenon of planning is a long-term and dynamic process that includes many stages from the design process to the implementation process. The slightest disruption in this process has a negative impact on the applicability of the plan. The disruptions in the Ayder settlement, which is the area of study, began during the approval and even preparation phase of the plan. In this context, the Ayder settlement exhibits a situation where the natural site and tourism center is also a National Park, and there is a lot of confusion and a vague cycle occurs in practice.
