Günümüzde, internet kullanımı hayatın ayrılmaz parçasını oluşturmakta ve devlet kurumları hizmetlerini internet ortamlarına aktarmaktadır. Sunulan hizmete ulaşan kullanıcı sayılarının her geçen gün hızla artması, web sitelerinin kullanılabilirliği problemini ortaya koymaktadır. Oluşan bu problemin çözümü ise insan ile bilgisayar etkileşiminin en üst düzeye çıkması ile sağlanılmalıdır. Bu çalışma ile resmi kurum olan Öğrenci Seçme ve Yerleştirme Merkezi’nin (ÖSYM) 2016’da yenilenen web sitesinin “etkililik, verimlilik ve memnuniyet” açısından kullanılabilirlik düzeyini ortaya çıkarmayı amaçlamaktadır. Web sitesi, deneysel yaklaşım kullanıcı testleri kullanılarak süreç sonu değerlendirme yapılmaktadır. Katılımcılar seçilirken; Nielsen’in katılımcıların seçimi ve katılımcı sayısı hakkındaki görüşlerine dayanılarak; interneti gün içerisinde kullanan, bilgisayar kullanma becerileri orta derecede olan, test edilen web sitesinin yeni görünümünü daha önce kullanmış ve en az lise mezunu olan 10 kişi seçilmiştir. Morae programı ile gerçekleştirilen kullanıcı testinde 10 katılımcıya sırasıyla; 9 görev ve görevlerin ardından Sistem Kullanılabilirlik Ölçeği (SKÖ) yaptırılmaktadır. Test süresi boyunca katılımcıların görüntü ve ses kayıtları alınmış ve iki kullanılabilirlik uzmanı tarafından değerlendirilmiştir. Çalışma sonucunda elde edilen bulgular tüm katılımcıların görevlerden ortalama başarıları %56,8, görev tamamlama sayıları ortalama 6,2 ve SKÖ memnuniyet derecesi %47,75 ile düşük memnuniyet olarak ortaya çıkmaktadır.

Nowadays, the use of the Internet is an integral part of life and the state institutions transfer their services to the internet. The rapid increase in the number of users reaching the service each day presents the problem of the availability of websites. The solution of this problem should be achieved by maximizing the interaction between human and computer. With this study, it is aimed to reveal the usability level of the official institution of Öğrenci Seçme ve Yerleştirme Merkezi (ÖSYM) in 2016, in terms of ’effectiveness, efficiency and satisfaction. This Web site, experimental approach is done by end-of-process evaluation using user tests. Participants were selected; Based on Nielsen's views on the choice of participants and the number of participants; 10 people who used the Internet during the day, who had a computer skills skills, who had used the new appearance of the tested website and who had at least a high school degree were selected. In the user test performed with the Morae program, 10 participants were; After 9 tasks and tasks, System Usability Scale (SUS) is performed. During the test period, the image and sound recordings of the participants were taken and evaluated by two usability experts. The results of the study revealed that the average success of the participants in the tasks was 56.8%, the number of task completion was 6.2, and the System Usability Scale of the SUS was 47.75%.
