21. yy. dünyasında, Türkiye ve Rusya’nın Avrasya coğrafyasında güçlü ve söz sahibi ülkelerden olduğu görülmektedir. Söz konusu iki ülkenin birbiriyle olan münasebetlerine bakıldığında siyasi ve ekonomik ilişkilerin ön planda tutulduğu, bunun dışındaki ilişki ağının da buna göre şekillendiği düşünülmektedir. Bu çalışmada siyaset ve ekonomi dışı Türk-Rus ilişkileri üzerinde durulup, bu bağlamda Rus eğitim sistemi ana hatlarıyla ele alınmaktadır. Küreselleşen dünyada, eğitim sisteminin, sosyo-ekonomik ve siyasi kalkınma için bir araç olarak görüldüğü ve buna büyük önem verildiği görülmektedir. Sovyet Sosyalist Cumhuriyetler Birliği’nin dağılmasıyla çöküşe geçeceği düşünülen Rus eğitim sistemi, yapılan güçlü yatırımlarla korunmuş ve daha da geliştirilerek devam ettirilmiştir. Özellikle 2015 yılında Suriye sınırında Rusya ile yaşanılan uçak düşürme hadisesinden sonra, siyasi liderlerin sağduyulu davranması sonrasında hızlı bir ivme kazanarak tekrar gelişen Türk-Rus ilişkileri, başta siyasi olmak üzere, askeri, ekonomik, eğitim ve kültür gibi alanlarda kendini göstermiştir. Bu bağlamda, ilişkilerimizin sağlıklı ilerlemesi için, dünyada ve bölgede partner ülke konumunda olan Rusya’nın eğitim sistemini iyi ve doğru okumak gerekir. Siyaset ve ekonomi dışı ilişkilerde eğitim azımsanmayacak kadar önemli bir faktördür. Hatta eğitim ile kurulan ilişkilerin doğrudan veya dolaylı yollarla siyasete yön verdiğini söylemek mümkündür. Bu çalışmada Türk-Rus ilişkilerinde eğitim faktörü üzerinde durularak, bu ilişkiler bağlamında Rus eğitim sistemi tanıtılmaya çalışılmaktadır. Ayrıca Türk eğitim sistemi ile karşılaştırılarak sonuç bölümünde ülkemize fayda getireceği düşünülen öneriler verilmeye çalışılmaktadır.

In the World in 21st century, Turkey and Russia seems to be strong and have a say in the Eurasian geography. When we look at the relations between the two countries, it is thought that the political and economic relations are held in the front line and the relationship network outside it is shaped accordingly. In this study are focused on Turkish-Russian relations except of political and economic relations, and in this context, the Russian education system is considered in the main lines. In the globalizing world, it is seen that the education system is regarded as a tool for socio-economic and political development and is given great importance. The Russian education system, which had been thought to collapse by the dissolution of the Soviet Socialist Republics, has been preserved with strong investments and has been developed further. After the incident of downing a warplane of Russia on the Syrian border in 2015, re-developing Turkish-Russian relations have progressed more powerful than before 2015 by gaining acceleration after the common sense of political leaders and this progress have showen itself in some areas such as notably in political, military, and also in educational, cultural areas. For a healthy progress of our relations, it is necessary to read the education system of Russia well and correctly, which is our partner country in the world and in the region. In relations except of politics and economy, education is an important factor. In fact, it is possible to say that the relations established with education direct politics directly or indirectly. In this study, the education factor in Turkish-Russian relations is emphasized and the Russian education system is tried to be introduced in the context of these relations. In addition, by comparing it with the Turkish education system, we try to give proposals, which we think will bring benefits to our country in the result part.
