İnsanoğlu tarihin her döneminde afet olarak kabul edilen muhtelif hadiselerle karşılaşmıştır. Bunlar, belirli bir dönemde hayatın akışına zarar verebilen ve maddi-manevi olarak yaşantıyı etkileyebilen vakalardır. Söz konusu vakalardan biri olan kıtlık afetlerine, her türlü mücadele ve örgütlenme çabasına rağmen, insanoğlu sıklıkla maruz kalmıştır. Osmanlı Devleti ise farklı iklimleri ve arazi şartlarını bünyesinde barındırmasına rağmen kıtlık afetlerinden uzak kalamamıştır. Yapılan araştırma neticesinde 1887-1894 tarihleri arasında Bitlis Vilayeti’nde etkili kıtlık afetlerinin meydana geldiği tespit edilmiştir. Kıtlık afeti sırasında birçok hassasiyet yaşanmış, Osmanlı Hükümeti ve Bitlis Vilayeti’nin idarecileri zor durumda kalmıştır. Söz konusu dönemde Bitlis Vilayeti’nde görülen kıtlık afetlerinin ekonomik ve asayiş sorunlarını beraberinde getirdiği anlaşılmıştır. Bununla birlikte Bitlis ahalisi kıtlık süresince sarsıntılarla yaşamak zorunda kalmıştır. Bütün olumsuzluklara rağmen devletin uygulamış olduğu yardım ve çözüm politikası takdire şayandır. Ayrıca Bitlis ahalisinin sosyal dayanışması kıtlık afeti sırasında üst noktalara çıkmıştır. Bu çalışmada; 1887-1894 tarihleri arasında Bitlis Vilayeti’nde yaşanan kıtlık afetlerinin neden kaynaklandığı, hangi boyuta ulaştığı, devletin kıtlık afetlerine karşı hangi tedbirleri aldığı ve afetin hangi sonuçları meydana getirdiği sorularına cevap aranmıştır. Çalışmamızda; Osmanlı Devleti’nin o dönem içerisinde tutmuş olduğu ve bugün Osmanlı Arşivlerinde bulunan belgeler ile muhtelif gazetelerden yararlanılmıştır. Mankind has encountered various events that are accepted as disasters in every period of history. These are the occasions that can harm the flow of life and affect the material and spiritual life in certain periods. Despite all sorts of struggle, mankind often exposed to famine disasters which are one of the causes mentioned. Despite its different climates and terrain conditions, the Ottoman State could not stay away from famine disasters. As a result of the research conducted, it was determined that effective famine disasters occurred in Bitlis Province between 1887 and 1894. During the famine disaster many confusions were experienced and the administrators of the Ottoman Government and the Bitlis Province stayed in a difficult situation. It is understood that the famine disasters in the Bitlis province caused economic and security problems. However, the people of Bitlis had experienced traumatic periods during the famine. In spite of all the negativities, the aid and solution policy implemented by the state has been admirable. In addition, the solidarity of Bitlis people elevated during scarcity disaster. In this study; answers were sought to the questions the origin of the scarcity disasters in Bitlis province, to what extent, which measures the state took against scarcity disasters and what consequences disaster brought, between 1887 and 1894. In our study; the documents was kept by the Ottoman Empire and various newspapers during that period were used.
