Tanzimat sonrası dönemin batılılaşma akımı içerisinde yetişen pek çok Osmanlı aydını ve siyaset adamı gibi, Tıbbiye kökenli Rıza Tevfik, entelektüel olarak 19. yüzyılda Batı düşünce dünyasını büyük ölçüde etkisi altına alan Sosyal Darwinizmden beslenmiştir. Bu çalışma 19. yüzyıl hem Batı hem de Türk düşünce dünyasında büyük yankı uyandıran Sosyal Darwinizmi ve son dönem Osmanlı aydınlarından Sosyal Darwinist olarak nitelendirebilecek Rıza Tevfik’in sosyal ve siyasal meseleler üzerindeki düşüncelerini konu almaktadır. Çalışmada, Sosyal Darwinizmin Batı siyasal düşüncesi içindeki gelişim seyri kısaca ele alınmış; Fransız ve Alman ekolü çerçevesinde incelenmiştir. Rıza Tevfik’in “İttihat ve Terakki Cemiyeti” saflarında başlayan; I. Dünya savaşı sonrası padişah yanlısı bir tutumla kabinede ve “Âyan Meclisi”nde önemli görevler üstlenen siyaset adamlığı ve daha sonra ulusal kurtuluş mücadelesine muhalif olması sebebiyle sürgünde geçen siyasi yaşamı üzerinde durulmuştur. Rıza Tevfik’in fikir hayatı, sosyal ve siyasal meselelerde yazdığı yazılar ve son dönem Tıbbiye mezunu pek çok Osmanlı aydını gibi Sosyal Darwinizmi benimseyen entelektüel kimliği ile irdelenmiştir. Bu inceleme sonucunda Rıza Tevfik’in sosyal ve siyasal meselelere ilişkin düşüncelerinin Herbert Spencer ve Gustave Le Bon etkisinde gelişen Fransız Sosyal Darwinciliği üzerinden geliştiği sonucuna varılmıştır. Sosyoloji alanında Le Bon’un kitle psikolojisi tezinden etkilenen Rıza Tevfik, uluslararası siyaset ve devletlerin tekâmülü konusunda ise Spencer’ı takip etmiştir.

Riza Tevfik who is taken education about Medicine, like many Ottoman intellectuals and politicians who grew up in the westernization trend after the Tanzimat period, was nurtured from Social Darwinism, which intellectually influenced the Western world of thought in the 19th century. This study is about social Darwinism, which has been influential in the Western world and Turkish thought in the 19th century, and Riza Tevfik's thoughts on social and political issues, which can be described as Social Darwinist from the recent Ottoman intellectuals. In the study, the evolution of Social Darwinism divided as French and German schools in Western political thought was briefly addressed. Riza Tevfik, who started in the ranks of the “Committee of Union and Progress”; after the First World War, his pro-Sultanate attitude led him to the cabinet and to the politician who took on important duties in the “Assembly of the Âyan” and then to his political life, which was in opposition to the national liberation struggle. Riza Tevfik's writings on ideas, social and political affairs, and many recent Ottoman scholarship of medicine have been examined by his intellectual identity adopting Social Darwinism.Riza Tevfik's life and political life was emphasized as a politician; social and political issues, and the intellectual identity of adopting Social Darwinism. As a result of this review, Riza Tevfik's ideas on social and political issues derived from the conclusion that Herbert Spencer and Gustave Le Bon, developed through the French Social Darwinism. Riza Tevfik, who was influenced by Le Bon's thesis on mass psychology in sociology, followed Spencer on international politics and the evolution of states.
