İnsanî değerlerin unutulduğu, ahlakî ve vicdanî duyguların katılaştığı, hayat tarih serüveninde hidayetin, adaletin, eşitliğin yerine cehaletin bastırdığı zamanlarda zulmetin ufkunda doğan bir güneş, her zaman hikmet ve ilimle yaratılmış bütün varlıklara hayat vermiş ve insanlığı tarihin karanlığından aydınlığa çıkarmıştır. Kuşkusuz insanlığa kıyamete kadar rehberlik edecek bu güneş, Allah’ın ezeli kelamı olan Kur’an’dır. Çünkü O, bugüne kadar olduğu gibi bundan sonra da bütün insanlara hidayeti, selameti, huzur ve mutluluğu içinde barındıran bir kaynak, yol gösterici ve onlar için bir rahmettir. Bundan dolayı O’nun ele aldığı konuları bir hikmet ve gayeyi ihtiva eder. Bu niteliğinden dolayı toplumun barışını sağlayacak muazzam prensipleri içinde barındırmaktadır. İşte bu çalışmanın amacını da, Kur’an’da yer alan, müfessirler ve diğer âlimlere göre İslam’ın temel prensiplerinden olan ve İslam devletinin üzerine bina edildiği şûranın(istişâre-danışma)temel meselelerinden bazılarını, Kur’an ve Sünnet’ten örneklerle ortaya çıkarmak oluşturmaktadır. Çünkü bu mevzuda çok önemli iki ihtilafın olduğu bilinmektedir. Bu ihtilaflardan birincisi, Kur’an ve hadislerde zikredilen şûranın hükmü hakkında yaşanan tartışmalardır. Bir başka ifade ile müfessirler, şûranın farz, vacip, sünnet ve mendup noktasında net bir karara varamadıkları gibi, değişik görüşler ortaya koymuşlardır. İkincisi ise, İslam devlet başkanının veya halifenin, şûradan çıkan kararlara uyma ya da uymama konusu etrafında odaklanan meseledir. Dolayısıyla bu iki konuyu, Kur’an, sünnet ışığında, müfessirlerin ve diğer âlimlerin görüşlerini ve kendi kanaatimizi de katıp harmanlayarak anlatmak, bu çalışmanın ana temasını oluşturmaktadır.
