This work is addressing the Capital issue as a symbol of nation-state building, which contains the founding philosophy of the Republic of Turkey after the victory in the war of independence (Milli Mücadele). Especially Mustafa Kemal did not want to continue with Istanbul as the capital of the new Republic, since it was representing the Ottoman Empire. Thus, the fundamental reasons underlying this choice was the desire to establish a new state in creation of whose identity a capital would play a defining role, as well as the troublesome situation that the Istanbul was in. Even though Ankara had already begun bearing the responsibility of a capital ever since the Representative Committee (Heyet-i Temsiliye) was moved from Sivas to Ankara, it was not expecting to be a capital, considering it a temporary situation. On the other hand, Gazi Mustafa Kemal had given the impression at the very outset that he wanted to see Ankara as the new capital. Particularly after the liberation of Istanbul, the capital issue emerged as a new challenge for the newborn Republic. While the press and diplomatic community in Istanbul expected the city to be proclaimed again as the capital, Mustafa Kemal was declaring in his statement to the press in İzmir that Ankara would be the new one. Indeed, Ankara was proclaimed the capital in 1923. The problems however continued to exist: Caliph was still living in Istanbul; the embassies of the United Kingdom, Germany, Italy and France made public that they would not move to Ankara; and the Istanbul press was implying that this would remain as a temporary enthusiasm. Nevertheless, Mustafa Kemal was resolved in his ambition, and due to his determination, multi-lateral and multi-dimensional foreign policy, this pressure was gradually faded away, and many institutions left in İstanbul subsequently moved to Ankara. In a significant portion of this work, it is aimed to reflect in detail the tension experienced between İstanbul and Ankara.
