Tarihsel süreç boyunca yaşanan ekonomik, politik ve sosyolojik dönüşümler neticesinde; yoksulluk, insanlığın önemli bir sorunu haline gelmiştir. Özellikle sanayileşmeyle birlikte hortlayan yoksulluk sorunu, günümüzde küresel ekonomi ve kitlesel göçler ile birlikte çok farklı bir boyut kazanmıştır. Bu bağlamda günümüz yeni yoksulluk konsepti, birçok devlet için yeni ve sürdürülebilir sosyal politika önlem ve önceliklerini gerekli kılmıştır. Bu anlamda günümüz toplumlarının yoksullukla mücadelede etkili ve nitelikli politika üretmeleri kaçınılmaz olmaktadır. Bütün bu çerçeve göz önüne alındığında sosyal dışlama/dışlanmaya ve açlık sorununa sebep olan yeni yoksulluk konsepti ile mücadelede sürdürülebilir sosyal politika önlem ve öncelikleri, üzerinde durulması ve özel olarak ele alınması gereken bir alan olarak ortaya çıkmaktadır. Bu çalışmanın amacı, yeni yoksulluk konsepti için belirlenecek sürdürülebilir sosyal politika önlem ve önceliklerinin neler olduğunu ve bu politikaların nasıl uygulanacağını tartışmaya açmaktır. Bu bağlamda mevcut sorun ve ihtiyaçların belirlenmesi ve bunlara çözüm üretilmesi adına ortam hazırlanabileceği düşünülmektedir. Türkiye’de yoksullukla mücadelede mevcut sosyal politika ve uygulamaların, sosyal hizmet ve sosyal yardım uygulamalarının olduğu açıktır. Ancak dönüşen dünyanın ürettiği yeni sorun alanları içerisindeki yeni yoksulluk sorunu için daha etkili, nitelikli ve verimli politika ve uygulamaların tartışılması gerektiği ortadadır. Özellikle küresel gelişmelerle birlikte konuyla ilgili ihtiyacın daha da arttığı düşünülmektedir. Sonuç olarak, Türkiye’de yoksullukla mücadelede yeni dünya düzeninin ve kitlesel göç hareketlerinin göz önünde bulundurulması gerekmektedir. Bu kapsamda, belirlenecek sürdürülebilir sosyal politika önlem ve önceliklerinin yeni yoksulluk konsepti bağlamında ele alınması ve konu hakkında çalışmaların arttırılması ihtiyacı söz konusudur. Bu çerçevede konunun çok boyutlu olarak ele alınması gerektiği düşünülmektedir.

As a result of the economic, political and sociological transformations experienced during the historical process; poverty has become an important problem for humanity. The problem of poverty which rised especially after industrialization, has gained a very different dimension with the effect of global economy and mass migrations. In this context today's new concept of poverty has required new and sustainable social policy measures and priorities for many states. In this sense, it is inevitable for today's societies to produce effective and qualified policies in combating poverty. Considering this whole framework, sustainable social policy measures and priorities in the fight against new concept of poverty, which leads to social exclusion and hunger, are emerging as an area to be emphasized and specifically addressed. The aim of this study is to discuss what are sustainable social policy measures and priorities to be determined for the new poverty concept and how will these policies be practiced. In this context, it is considered that existing problems and needs can be determined and an environment can be prepared for the solution of these problems. It is clear that there are some social policies and practices, social services and social work practices in order to fight against poverty in Turkey. However, it is thought that more effective, qualified and productive policies and practices should be discussed for the new poverty issue in the new problem areas produced by the changing world. Especially with the global developments, the need for this issue has increased even more. As a result, it is thought that the new World order and so the mass migration movements should be taken into consideration in struggling against poverty in Turkey. In this context, there is a need for studies focusing on the new concept of poverty about the sustainable social policy measures and priorities. In this framework, it is thought that this issue should be considered as multi-dimensional ways.
