Millî Eğitim Bakanlığı tarafından 4.8.2005 tarih, 2005/70 sayılı genelge ile 1739 sayılı Millî Eğitim Temel Kanunu’na atıfta bulunularak, ilköğretim 5-8. sınıf öğrencilerinin kitap okuma alışkanlığı kazanması ve düşünen, düşündüğünü açık bir şekilde ifade edebilen; kültürlü, millî ve manevi değerlere sahip bireyler olarak yetişmesi amacıyla 100 Temel Eser listesi oluşturulmuş ve proje 2005 yılı eğitim-öğretim yılından itibaren uygulanmaya başlamıştır. Yayımlanan genelgede hedef kitle 5-8. sınıflardaki öğrenciler olarak belirtilmiş, eserlerin sınıf düzeylerine uygun olarak seçimi öğretmenlere bırakılmıştır. 100 Temel Eser listesindeki kitapların belirlenmesinde hangi ölçütlerin dikkate alındığı kamuoyuyla paylaşılmamış, sadece oluşturulan kurulun bu eserleri uygun gördüğü belirtilmiştir. Bu durum listedeki kitapların hedef kitleye uygunluğu konusunda pek çok tartışmayı da beraberinde getirmiştir. Ortak duyuş, düşünüş ve kültürel değerlerin oluşmasında temel eser listelerinin önemli işlevi bulunmaktadır. 100 Temel Eser listesiyle kazandırılacak becerilerin ortaya çıkması için çocukların ilgi düzeylerinin dikkate alınarak kalıcı okuma alışkanlığının oluşmasına özen gösterilmelidir. İlköğretim öğrencileri için tavsiye edilen 100 Temel Eser listesinin hedef kitlenin okuma ve ilgi düzeylerine uygunluğunu, alanyazındaki bilgiler ve uzman görüşlerine başvurarak oluşturulan ölçütlere göre tespit etmek amacıyla yapılan çalışmada 39 farklı yayınevinden çıkan 94 adet kitap taranmış, elde edilen bulgulardan hareketle bu kitapların birçoğunun eğitsel, sosyolojik açıdan; dil ve basım açısından hedef kitlenin ilgi ve okuma düzeyine uymayan özelliklere sahip olduğu sonucuna ulaşılmıştır.

Citing to National Education Law No.1739 with a circular No. 2005/ 70 issued by Ministry of National Education on 4.8.2005, 100 Essential Book list on students’ reading habits which aims to help students express themselves freely and grow the students as a person who has national and moral values in 5th, 6th, 7th and 8th grade made and a Project beginning from the first term of 2005 was utilized. In this circular issued by Ministry of National Education, the target group was indicated as 5th,6 th,7th and 8th grade students and it is pointed out that these books will be read under teachers’ guidance. It is not shared with public opinion about which criteria is considered for choosing books in 100 Essential Books list, it is indicated that just the created commission approve these books. This case brings about so many debates about the convenience of these books for target group. The list of 100 essential books is important for creating common sense, thinking and cultural values. To gain desirable behavior by the help of 100 essential books list, students’ permanent reading habits should occur according to students’ concern level. The purpose of this study is to determine the convenience of the list of 100 essential books for target group’s reading and concern level according to criteria chosen by experts opinion and knowledge in literature. 94 books published by 39 different publishing companies were scanned. According to the findings, the majority of these have the features that do not suitable for students’ concern and reading level in terms of educational and sociological sides, language and press.
