Rüşvet sözcüğü Arapçadır. İslam hukukunda rüşvet genel olarak kabul edilmeyen bir davranıştır. Rüşvet bütün devlet örgütlerinde görülen suçlardan biridir. Bu suç biçimi, siyasi düşünce ve hukuk tarihinde vücudu sarıp tüketen kanser hastalığına benzetilmiştir. Rüşveti önlemek bütün devletlerde adaleti sağlamanın ön şartı ve devletin devamını sağlayacak bir politika olarak ifade edilmiştir. Rüşvet devleti zaafa uğrattığı gibi toplumu da ahlaken çürüten bir etkendir. Hem devlet hem de toplum hayatında rüşvet kasıtlı olarak hediye ile karıştırılmış ve bir hediye çeşidi gibi tanımlanmaya çalışılmıştır. Bu tutum rüşvet suçunu meşrulaştırma isteğinin bir yansıması olarak kabul edilebilir. Geçmişten bugüne değin Türk devletlerinde de rüşvetin izine rastlanmaktadır. Türkler İslamlaşırken pek çok Arapça terim de Türkçeye girmiştir. Bu terimlerden biri de rüşvet sözcüğüdür. Bazı Eski Türkçe metinlerinde Arapça rüşvet sözcüğünün Türkçe karşılığı olarak orunç/urunç sözcüğü görülmektedir. Eski Türkçenin Orhun yazı dilinde bu sözcüğe rastlanmaz. Budist, Maniheist, Nasturi Uygur Türkçesi metinlerinde de rüşvet karşılığında herhangi bir sözcük kullanılmamıştır. Ancak, XI.-XIII. yüzyıllara arasındaki İslami Türkçe metinlerin bir kısmında orunç/urunç sözcüğüne rastlanmaktadır. Bu sözcük Divanu Lügati't-Türk, Kutadgu Bilig, Mukaddimetü'l-Edeb ve İbni Mühenna Lügati'nde de geçer. Bu eserlerde sözcüğün Arapça karşılığı verilir. Çeşitli deyim ve atasözleri ile birlikte kullanılışı örneklenir. Döneme ilişkin sözlük ve gramerlerde bu sözcük hakkında değişik bilgiler bulunmaktadır. Bu çalışmada sözcüğün metinlerdeki görünüşü, anlamı ve yapısı dönem kaynakları ışığında incelenmeye çalışılmıştır.

Bribe is the Arabic word. It is a behavior that is generally not accepted bribes in Islamic law. Bribe is one of the crimes taking place in all government organizations. In the history of law and political thought, this form of crime has been likened to cancer disease that wraping and consuming body. Preventing bribe is expressed as a policy that ensure the continuation of the state and Prerequisite for ensuring justice in all states. The bribe not only make weakness states but also it is a factor that rots society as morally. Both in state and social life bribe was deliberately seen as gifts and were described as a kind of gifts. This attitude can be regarded as a reflection of legitimation request of bribe crime. It is also found trace of bribe in Turkic states from past until today. Many Arabic terms came into Turkish while Turks has been Islamized. One of these terms is the word of bribe. In some Old Turkish texts, the Turkish word “orunç/urunç” take place of Arabic word “rüşvet” (bribe).This word is not found in Orkhon Turkic. In Buddhist, Manichaean, Nestorian Uighur Turkish texts is also used any word for bribe. However, orunç / urunç word is observed in a number of Islamic Turkish texts that been between XI.-XIII. centuries. This word also takes place in Divanu Lügati't-Türk, Kutadgu Bilig, Mukaddimetü'l-Edeb and Ibni Mühenna Lügati. In these texts, Arabic equivalent of the word is given. The usage with various idioms and proverbs are sampled. There are different datas about the word in dictionaries and grammars of the period. In this article, aspect, meaning and structure of the word has to be examined in light of sources of the period
