Tarihsel süreçte modernizm, Ortaçağ’ın son bulması, Aydınlanma, kapitalizmin doğuşu, modern devlet ve kamu yönetimi yapılanmalarının ortaya çıkması gibi önemli siyasal, toplumsal ve ekonomik değişimlere ve dönüşümlere vurgu yapmaktadır. Postmodernizm ise özellikle II. Dünya Savaşı’ndan sonra sanat, mimari, toplum, siyaset, hukuk ve kamu yönetimi üzerinde etkide bulunarak, sözü edilen alanlarda paradigma düzeyinde değişimlere ve dönüşümlere yol açmıştır. Postmodernizm, modernizmden mutlak anlamda kopuşu simgelemiş, modern döneme ait kuram, ideoloji ve kültürel nitelikleri reddetmiştir. Nitekim bu makalede postmodernizmin kamu yönetimine yansıması çerçevesinde ortaya çıkan, postmodern kamu yönetiminin dayanmış olduğu öncüller bağlamında, bu dönemle büyük bir ilişki içerisinde olduğu düşünülen ombudsman ve toplum kalite yönetimi arasında bir benzerlik kurulmaya çalışılmıştır. Bu çalışmada, sözü edilen benzerliğin kurulmasında postmodernizm ve kamu yönetimi arasında bağlantı kurulması amacıyla post-fordizm, post-bürokrasi ve yeni kamu yönetimi kavramları temel olarak alınmıştır. Bu çerçevede, sözü edilen kavramlardan da destek alınarak, postmodern kamu yönetiminin temel özellikleri belirlenmeye çalışılmış, daha sonrasında da ombudsman ve toplam kalite yönetimi yaklaşımlarının bu özelliklerle tutarlılık derecesi saptanmaya çalışılmıştır. Diğer yandan postmodernizm ve sözü edilen iki yaklaşım arasında tarihsellik açısından da bir ilişki kurularak, kavramsal tutarlılık derecesi tarihsellik ile de desteklenmek istenmiştir. Dolayısıyla ombudsman ve toplam kalite yönetimi yaklaşımlarının, postmodern kamu yönetimi açısından önemi ve ilişkisi bu makalenin temel konusunu teşkil etmektedir.

Modernism in the historical process, it puts emphasis on important political, the social and economic change and transformation such as the end of the Middle Ages, Enlightenment, the rise of capitalism, the emergence of the modern state and public administration structuring. Postmodernism, especially after World War II upon impact on art, architecture, society, politics, law and public administration in level the paradigm has led to changes and transformations in the areas that mentioned. Postmodernism which in absolute terms represents a break from modernism, the modern era of theory, ideology and cultural qualities dismissed. Indeed, in this article, in the context reflection to public administration of postmodernism in the context of the emerging premise that relied on the postmodern public administration, considered a similarity the community in between the ombudsman and total quality management that has tried to establish a great relationship with this period. In this study, establishing the similarity mentioned which post-fordism, post-bureaucracy and new public management concept is taken as the basis to provide a connection between postmodernism and public administration. In this framework, with support from the concepts mentioned the main features of postmodern public administration has been identified, after further degree of consistency with this feature of the ombudsman and total quality management approach it has been tried to be determined. On the other hand postmodernizm and establishing a relationship between said two approaches in terms historicality, the degree of consistency has also studied support with conceptual historicity. In fact, the importance and relationship of postmodern public administration of approaches of Ombudsman and Total Quality Management constitutes the basic subject matter of this article.
