Dünya’da ve Türkiye’de demokrasi, demokrasi eğitimi, demokratik değerler konuları oldukça önem kazanmıştır. Gerek mevcut durumun tespitine yönelik, gerekse bu konuların eğitim programlarındaki işlerliğini değerlendirmeye ilişkin çalışmalarda ya da değerler eğitimine yönelik yapılmış bir çalışmanın sonuçlarını değerlendirmede ölçme aracı olarak kullanılabilecek araçlara ihtiyaç vardır. Bu çalışmada, temel demokratik değerlere ilişkin ortaokul öğrencilerine yönelik geçerli ve güvenilir bir ölçme aracı geliştirmek hedeflenmiştir. Bu amaçla geliştirilen deneysel form uzmanlara gönderilmiş, incelemeleri talep edilmiştir. Uzmanlardan gelen dönütler doğrultusunda formda gerekli düzenlemeler yapılmıştır. Oluşturulan 57 maddelik deneme formu 637 orta okul öğrencisine uygulanmıştır. Uygulama sonunda elde edilen veriler analiz edilmiştir. Açımlayıcı Faktör Analiziyle (AFA) adil olma, farklılıklara saygı, özgüven ve işbirliği olmak üzere dört boyutlu ve toplam 34 maddeden oluşan bir yapıyla ulaşmıştır. Analizlerde ölçeğin alt ölçekleri arasındaki ilişkiye bakılmıştır. Analizler sonucunda faktörlerin birbiriyle anlamlı ve olumlu bir ilişki sergilediği görülmüştür. Alt boyutların temel demokratik değerler olarak adlandırılan yapının bileşenleri olduğu ve bunların birlikte bir üst yapıyı oluşturduğu doğrulanmıştır. Modelin uyum iyiliği indeksleri kabul edilebilir düzeydedir. Doğrulayıcı Faktör Analizi (DFA) sonuçları da Açımlayıcı Faktör Analizi (AFA) sonuçlarını doğrulamıştır. Ölçeğin tümü için elde edilen iç tutarlılık katsayısı ise .84 olarak belirlenmiştir. Çalışmanın sonunda ortaokul öğrencileri üzerinde kullanılabilecek temel demokratik değerlere yönelik geçerli ve güvenilir bir ölçek oluşturulmuştur.

In Turkey and in the all world democracy, democracy education and democratic values has become extremely important issues. There is a need for tools that can be used as a measurement tools both for the identifying the current situation and for the studyings towards evaluating the operability of these topics in educational programs or the evaluation resultsof any studyings that is made for values education .The purpose of this study is to develop a reliable and valid scale about basic democratic values for secondary school students. With this aim, the draft form was sent to experts in order to get their opinions. Based on expert’s feedback, the draft form was revised. 57-item draft form was administered to 637 volunteered scondary school students, and the data were analyzed. Through, exploratory factor analysis (EFA), a construct with 34 items and 4 factors, namely “Fairness”, “Respect for differences”, “Self-confidance” and “Cooperation”was achieved. The relationship among subscales was tested and a significant positive relationship was found. By the analysis it was seen that subscales were the dimension of a construct named basic democratic values competence. It was determined that fit indexes of the model were high.Confirmatory factor analysis (CFA) also comfirmed the results of EFA. The Crombach’s alpha value fort the scale was found to be .84. At the end of the study, a reliable and valid scale about basic democratic values for secondary school students has been established.
