Bu çalışmada, Vladimir Putin döneminde gerçekleşen Rusya iç ve dış politikası üzerinde durulmuştur. Bu kapsamda Putin’in yaşamına, Rusya dış politikasının düşünsel temellerine, Putin öncesi Rusya’nın siyasi, ekonomik, toplumsal ve askeri durumuna, Putin döneminde gerçekleştirilen iç ve dış siyasete ilişkin olaylara ve Rusya’da yaşanan hızlı değişim ve büyümeye değinilmiştir. Bu amaçla araştırma konusuyla ilgili yerli ve yabancı literatür çalışması yapılmış, sayısal veriler konu ile ilgili resmi kurumlardan, bu kurumlara ait yayımlardan ve internet sitelerinden temin edilmiştir. Araştırma konusu ve ortaya konan bulgular açısından değerlendirildiğinde, araştırmanın siyasi coğrafya başta olmak üzere konu ile ilgili sosyal bilimler literatürüne kaynaklık edeceği ve konuya ilişkin fikirlere yön verebileceği umut edilmektedir. SSCB’nin dağılmasından sonra hemen her konuda çöküntüye yaşayan Rusya, Putin döneminde petrol ve doğalgaz temelli enerji kaynaklarını uluslar arası platformda jeostratejik bir tehdit aracı olarak kullanıp kısa sürede eski gücünü yakalamıştır. Bu özelliği ile Rusya adeta SSCB’nin küllerinden doğan bir güce dönüşmüştür. Bu dönüşümü gerçekleştiren ise, Putin olmuştur. Devlet başkanlığı ve başbakanlığı sürecinde gerçekleştirdikleri ile Rusya’yı özlem duyduğu eski günlerine kavuşturmayı başarmıştır. Böylece Rusya gerek bölgesel gerekse uluslar arası siyasette etkin bir güç olmayı başarmış, Gürcistan ve Suriye’de yaşananlar karşısındaki tutumu ile bu durumu yansıtmış, yeni Orta Doğu düzeninde vazgeçilmez bir unsur olduğunu ortaya koymuştur. Karadeniz, Balkanlar, Kafkaslar ve Orta Doğu politikaları nedeniyle sıkça Türkiye ile yolları kesişmesine karşın son 10 yıldır Gürcistan sorunu dışında Türkiye - Rusya ilişkilerinde önemli bir sorun yaşanmamıştır.

In this study, Russia’s internal and external policy that took place during the reign of Vladimir Putin was emphasized. In this context, Russia's foreign policy of Putin's life, the foundations of Russia before Putin's political, intellectual, economic, social and military status, the events regarding internal and external politics and rapid change and growth that were experienced in Putin era Russia. In this aim, it is searched native and foreign literature study related to the research. When the subject evaluated in terms of findings, it is hoping that it will be a source for political geography and the other social studies literature, and it will be give direction related to the opinios. After the dissolution of the USSR, Russia experienced collapse in almost every aspect. Yet, Putin-era oil and gas-based energy resources as a geo-strategic threat to internationalize tool have captured the ancient power within a very short time. With this feature, Russia has turned into a power from the ashes of the USSR. It performs the conversion, however, Putin has had. With what he has done as the President and then the Prime Minister of Russia, Putin has succeeded in taking Russia to the glory days that they have been longing for. So Russia has managed to play an active role in both regional and international politics and has shown this stance in Georgia and Syria. It has also shown that it is an indispensable part in the new Middle East order. Despite the fact that Russia’s path crossed with Turkey’s because of its Black Sea, the Balkans, the Caucasus and the Middle East policy, There hasn’t been an important problem (except Georgia) in the last 10 years between Russia and Turkey.
