Bu araştırmanın amacı eğitim yöneticilerinin ücretli öğretmenlik uygulaması hakkındaki görüşlerini saptamaktır. Araştırma, ücretli öğretmenlik konusunda yönetici görüşlerine yer vermesiyle; elde edilen bulgular aracılığıyla eğitim sistemine yeni bir bakış açısı kazandırmasıyla; tüm toplum kesimlerini ilgilendiren güncel bir konuyu incelemesiyle ve ilgili literatüre katkı sağlamasıyla önem arz etmektedir. Araştırmada, nitel araştırma desenlerinden olgubilim deseni kullanılmıştır. Araştırmada katılımcılar; amaçlı örnekleme (Punch, 2009) yöntemlerinden maksimum çeşitlilik örneklemesi kullanılarak belirlenmiştir. Araştırmanın veri toplama aracı Yarı Yapılandırılmış (Semi Structured) Görüşme Formu’dur. Araştırma sürecinde tüm görüşmeler ses kayıt cihazıyla kayıt altına alınmıştır. Araştırma kapsamında 217 dakikalık görüşme yapılmış, ses kayıtları herhangi bir elemeye tabi tutulmadan, ham veri olarak Microsoft Word programına aktarılmıştır. Araştırmada her bir transkript, satır-satır analiz yaklaşımı kullanılarak analiz edilmiştir. Görüşme verilerinin yorumlanması sürecinde endüktif betimsel analiz, içerik analizi ve sürekli karşılaştırma tekniği kullanılmıştır Verilerin analizi sonucu: 1. Ücretli öğretmenlerin görevlendirilme süreci; 2. Diğer okul paydaşlarının ücretli öğretmene bakış açıları; 3. Ücretli öğretmenlerin eğitim öğretim faaliyetlerine etkileri; 4. Ücretli öğretmenlerin denetimi ve okul yönetimi ile ilişkileri; 5. Genel değerlendirme ve çözüm önerileri olmak üzere beş ana tema ortaya çıkmıştır. Milli Eğitim Bakanlığı’nın çeşitli kademelerinde görev yapan yöneticilerin görüşlerine göre ücretli öğretmenlik sistemini inceleyen bu araştırma sonuçlarına göre katılımcıların tamamı ücretli öğretmenlik sistemine karşı çıktıkları ancak ihtiyaçtan ve mecburiyetten dolayı ücretli öğretmenlerle çalışmak zorunda kaldıkları belirlenmiştir.

The aim of this study is to determine views of the educational administrators on wage school teaching application. The study becomes highly important for including the views of administrators about wage school teaching application; for bringing the educational system in a new perspective through the obtained findings; for studying a current issue concerning all sectors of the society and for contributing to the related literature. In this study, the phenomenology pattern of the qualitative research patterns is used. The participants of this study are determined by using maximum variation sampling, one of the purposive sampling (Punch, 2009) methods. The data collection tool of the study is the Semi Structured Interview Form. A 217 minute interview was had within the scope of the research; the tape recordings were computerized through the Microsoft Word processing program as raw data without being subjected to any screening. Each transcript in the research were analyzed by using line by line analysis analysis approach. In the interpretation process of the interview data, the methods of inductive descriptive analysis, content analysis and constant comparison are used. As the result of the data analysis, five main themes are emerged such as: 1. Assignment process of the wage school teachers; 2. Viewpoints of the other stakeholders in school about the wage school teacher; 3. Effects of the wage school teacher to the educational activities; 4. Supervision of the wage school teachers and their relationships with the school administration; 5. An overall assessment and possible solutions. According to the results of this research analyzing wage the eteaching system with respect to the views of the administrators who serve at various levels in the Ministry of Education, it is clear that all of the participants oppose to the wage teaching system, however, they have to work with wage teachers due to the necessity and exigency.
