İletişimin temel aracı olan dildir ve dil öğretiminde başarıya ulaşmak için hedef kitlenin özelliklerine uygun bir eğitim-öğretim sürecinin gerçekleştirilmesi gerekir. Türkçe eğitiminde hedef kitlelerden biri de farklı amaçlarla Türkçe öğrenen yabancılardır. Dolayısıyla yabancılara Türkçe öğretimi ilk ve orta dereceli okullardaki öğrencilere Türkçe öğretiminden farklı olmalıdır. Türkçenin yabancı dil olarak öğretimi, farklı ders araç-gereçlerini, farklı yöntem ve teknikleri, farklı bir eğitim programını gerektirir. Ancak yabancılara Türkçe öğretimi alanında yapılan çeşitli araştırmalar bu konularda sorunlar olduğunu ortaya koymaktadır. Alana özgü kaynakların geliştirilmesinde ve uygun yöntem ve tekniklerin belirlenmesinde dersin uygulayıcısı öğretmenlere önemli görevler düşmektedir. Her alanda olduğu gibi yabancılara Türkçe öğretimi alanında da nitelikli eğitim, nitelikli öğretmenlere bağlıdır. Bu çalışma, Türkçe eğitimi bölümlerinde uygulanan lisans programlarını “Yabancılara Türkçe Öğretimi” dersi çerçevesinde değerlendirmek ve yabancı dil olarak Türkçe öğretimi alanına öğretmen yetiştirmede yaşanan sorunları ortaya koymak amacıyla yapılmıştır. Çalışmada literatür tarama yöntemiyle Türkçe eğitimi bölümlerinde uygulanan programlar incelenmiştir. Elde edilen bulgulara göre yabancılara Türkçe öğretimi dersinin, Türkçe öğretmenliği bölümlerinin kurulduğu yıllarda uygulanan programlarda yer aldığı, 1997 yılında eğitim fakültelerinin yeniden yapılanması paralelinde hazırlanan lisans programında ise bulunmadığı tespit edilmiştir. Bu dersin 2006-2007 eğitim-öğretim yılından itibaren uygulanmaya başlanan Program’a tekrar konulmuş olması farklı hedef kitlelere daha nitelikli Türkçe öğretmeni yetiştirme bakımından olumlu bir gelişme olarak değerlendirilmektedir. Ancak mevcut ihtiyacın karşılanmasında böyle bir düzenleme yeterli değildir.

Basic instrument of communication is language and in order to accomplish language teaching, an education and training process which is in accordance with features of target group must be applied. One of the target groups of Turkish education is foreigners who are learning Turkish for different purposes. So the way of teaching Turkish to foreigners must be different from that of primary and secondary school students. Teaching Turkish as a foreign language requires different course equipment, different methods and techniques, a different education program. On the other hand, studies on teaching Turkish to foreigners prove that there are some problems about this issue. Teachers as practitioners of the course have important roles in developing sources special to the field and determining appropriate methods and technics. As in other fields, qualifed education is related to qualified teachers in teaching Turkish to foreigners field.The aim of the present study is to evaluate the undergraduate Turkish education programs in terms of "Turkish Education for Foreigners" course. To this end, the programs applied in Turkish education departments were investigated through the literature review method. The findings revealed that Turkish education for foreigners course was included in the programs during the years when the Turkish education departments were first established; however, it was not included in the undergraduate program prepared in line with the restoration of education faculties in 1997. The re-inclusion of this course in the program which was put to use in the 2006-2007 academic year has been regarded as a positive outcome in terms of raising well-qualified Turkish teachers for various target populations.
