Osmanlı Devleti’nin pek çok ülke ile ekonomik ve sosyal ilişkiler kurmuş olduğunu bilmekteyiz. Filipinlerle olan ilişkileri ise çok geç tarihli olup çalışmamızda konu edileceği gibi bu geç kalınmışlıkla bir takım önlem ve çalışmalar yapıldığı görülmektedir. Osmanlı Devletinin bölgeye bir temsilci göndermesi sonrasında mevcut durumun tespitinin yapıldığı görülmektedir. Bölgede yaşayan Müslüman halk ile irtibata geçme yanında bölge halkının ihtiyaç duyduğu gereksinimlerin karşılanması noktasında Osmanlı Devleti’nin insiyatif alması 20 yüzyılın başlarında gerçekleşmiştir. Çalışmamıza konu olan 1910 yılına ait ticaret raporu incelendiğinde bölgeye dair pek çok önemli veriye ulaşmamız mümkündür. Manila Başşehbenderi Necip Halil’in H.1327 tarihli ticaret raporu çalışmamıza esas teşkil etmektedir. 1910 senesine ait Filipinlere ait bilgilerin yer aldığı raporda pek çok mühim tespit görülmektedir. Rapordan anlaşıldığı üzere, Osmanlı Devletinin bölgeden haberdar olmadığı ortadadır. Kurulacak ilişkiler sonrası bölgenin ihtiyaçlarının karşılanması ile devlet önemli bir pazar bulacaktır. Necip Halil Bey, bu tespitleri yerinde gözlemleyerek yapmış ve gerekli önerileri de sunmuş görünmektedir. Osmanlı Devletinin var olan potansiyeli ile bölgeye yapılacak ticaret ve bunun getirileri gayet güzel bir şekilde tespit edilmiştir. Bugün dahi Osmanlı Devleti ile Filipinler’in ilişkileri konusunda pek bir çalışma olmadığı göz önünde tutulduğunda çalışmamızın önemli olduğunu düşünüyoruz. Bu niyetle söz konusu Necip Halil tarafından hazırlanmış olan 4 numaralı ticaret raporunu incelemek suretiyle konuyu izaha çalıştık.

The Ottoman Empire is known to have made economical and social relationships with many countries. The relations with the Philippines were quite late. It is seen that some precautions were taken and some studies were carried out with this lateness as it is to be mentioned in our study. The current situation is seen to have bee detected after a delegate was sent to the area by the Ottoman Empire. It was the early 20th century when the Ottoman Empire took the initiative on communicating with the Muslims living in the area and responding the needs of the local people as well. It is likely to gain really significant data about the area when the trade reports in 1910 are examined, which are the subjects of our study. In the Hegira 1327, the trade report of Necip Halil, the consul general in Manila, forms the basis of our study. A great deal of significant detection is seen in the report consisting of the information about the Philippines in the year of 1910. It is understood from the report that the Ottoman Empire was not aware of the area. The Empire would find an important market by responding the needs after the relations were made. It is seen that Necip Halil observed these situations in the very area and suggested the necessary proposal. With the potential of the Ottoman Empire, the business carrying on in the area and its benefit had been determined successfully. We have been thinking about our study is to be important since there are few studies on the relationship between the Ottoman Empire and the Philippines. Thus, we have tried to explained the subject by examining the number 4 trade report of Necip Halil.
