Türkiye’de tesettür tartışmaları sadece yakın tarihin sorunu değildir. Hemen hemen Türk modernleşme tarihi ile yaşıt bir maziye sahip bu mesele, çeşitli vesilelerle yaklaşık yüz elli yıldır zaman zaman Türk insanının gündemine gelmektedir. Batılılaşma adı altında Türk toplumunu modernleştirme çabaları içindeki hedeflerden biri de, kadınların sosyal hayata kazandırılması, eğitim ve kültür seviyelerinin yükseltilmesidir. Bu bağlamda Tanzimat’tan itibaren dar alanda başlayan tartışmalar, II. Meşrutiyet’in hür ortamıyla her platformda gündeme gelmeye başlamıştır. Söz konusu tartışmaları ortaya koymak, tesettür sorununun tarihi sürecini bilmek ve meseleyi sağlam bir zeminde ele alarak daha iyi kavramak açısından önem kazanmaktadır. Bu yazıda ağırlıklı olarak II. Meşrutiyet döneminde “kadın ve tesettür” meselesinin Batıcı, İslamcı ve Türkçü aydınlar tarafından nasıl yorumlandığı üzerinde durulacaktır.
Controversies over veil has not been a problem of only near history. This problem, almost as old as the history of Turkish modernization, has been on the agenda for nearly one and a half century. Within the concept of westernization, one of the aims of Turkish modernization efforts was to get Turkish women involved in social, educational and cultural activities. Thus, controversies over veil, first beginning within a narrow sphere, found a larger arena with the freedom brought by Constitutional Monarchy II. To describe the nature of these controversies will help place the problem on a sound ground and understand it beter. This study dwells on how the problem of “woman and veil” was understood by Westernist, Islamist and Turkish Nationalist intellectuals.
