The Application of The Ottoman Centralization Policy in Eastern Province During Mahmut II Reign


With decline of the authority of the Ottoman Centralization policies throughout the 18th century, the Feudal systems called Ayan emerged in the regions which were far away from the center government domain. As soon as Mahmud II came to power, he adopted the policies which would strengthen the central authority in that regions. While doing reforms, he tried to control and suppress the Ayan uprisings.. He managed this, to some extent, in Balkans and Anatolia. The central organization was established by the Sivas province governor Reşit Pasha in Eastern province was significantly completed by Hafız Pasha in 1839.
