The Hinchak Committee which was established with the goal of establishing an independent Armenian state, aimed at securing interference of the big states in the Armenian problem through uprising in Zeitun province of Maraş in October 1895. Ottoman State sent military units under the command of Mustafa Remzi Pasha in order to quell the rebellion and avoid foreign interference. However Ottoman army did not attack at the town in order not to jeopardize the lives of women, children and soldiers. In the meanwhile embassies of England, France, Russia, Germany, Italy and Austria offered to mediate between the rebels and the Ottoman State. The offer was accepted by the Ottoman State and consuls of the above-mentioned states negotiated with the rebels and Armenians of Zeitun surrendered.
