Fecr-i Ati Encümeni represented the II. Constitutional Period Literature with twenty-four poets and authors alone. These authors and poets became significant names of the National Literature and Turkish Literature of the Republican Era.With the proclamation of the II. Constitutional Period the periodicals and newspapers, which had carried on their activities underground in the Hamidian era, came into the picture. The literary works, which are not only serialized in these periodicals and newspapers but are also published as books are about daily, worthless political and social subjects. The Fecr-i Ati Encümeni was established in this circumstance. It reminds people that literature was a higher level of esthetic of perception and arguing. Initially Fecr-i Ati poets and authors were sympathizers of the Committee of Union and Progress due to Committee’s opposition to Abdulhamid. However, the assassination of the Ahmet Samim, who was a member of Fecr-i Ati Encümeni, had a negative impact on the relations between Fecr-i Ati and the Committee of Union and Progress. In the II. Constitutional Period, Fecr-i Ati became target of various groups due to their innovative views on literature. Hilal Newspaper, where the Fecr-i Ati poets and authors gathered, was raided. Whereas, they wanted to stay away from the political chaos of the period.
