The purpose of this study is to determine the competencies of pre-service Turkish teachers to use/create the digital tools within the context of technological changes brought to agenda within the scope of “Act of Increasing Opportunities and Improving Technology in Education” (FATIH) nominated as a digital change project of our country. Pre-service teachers studying in the 3rd grade and 4th grade at the Department of Turkish Language Teaching constitute the sample of the research. In this research survey model has been used and instantaneous measurement has been preferred. “Digital and Pedagogic Competencies Scale of Pre-service Teachers” which was developed by researchers as a data collection tool has been used. The acquired findings revealed what pre-service Turkish-language teachers lack and what to be focused on during the education of pre-service teachers. As a result, it is seen that pre-service Turkish-language teachers have a high level competency in educational digital pedagogy field and web digital pedagogy while they have medium level competency in general digital pedagogy field. The research has also shown that pre-service teachers with a good knowledge of computer and internet have an adequate level competency in digital pedagogy as well. In addition, male students have been seemed to be more competent in general digital pedagogy and web digital pedagogy fields when compared to the female ones. The research has shown that there is no difference between the competencies of 3rd and 4th grade students. The results acquired during this process are open to discussion and in order to make the project more efficient within the scope of research, it is intended to determine the situation of pre-service teachers that are going to apply the project.
