Abstract

Bu araştırma, Türkiye’de sosyal bilgiler eğitiminin 1839–1968 yılları arasındaki tarihsel gelişimini inceleyerek bu alanın yalnızca pedagojik bir disiplin değil, aynı zamanda siyasal, kültürel ve ideolojik bir inşa sürecinin parçası olduğunu ortaya koymayı amaçlamaktadır. Çalışmada nitel tarihsel araştırma yöntemi benimsenmiş; Tanzimat’tan 1968’e kadar yayımlanan resmî belgeler, eğitim mevzuatı, öğretim programları ve ders kitapları doküman incelemesi ve içerik analizi yoluyla değerlendirilmiştir. Bulgular, sosyal bilgiler öğretiminin her dönemde egemen siyasal ideoloji doğrultusunda yeniden tanımlandığını göstermektedir. Tanzimat sürecinde Osmanlılık kimliği ve eşit yurttaşlık anlayışı vurgulanırken, II. Abdülhamid döneminde Panislamist söylem ve hilafete bağlılık ön plana çıkmıştır. II. Meşrutiyet döneminde milliyetçi ve anayasal değerler güç kazanmış; Cumhuriyet’in ilanıyla birlikte eğitim, ulus-devlet inşasının temel araçlarından biri hâline gelmiştir. Bu dönemde tarih ve coğrafya dersleri üzerinden seküler, merkeziyetçi ve milliyetçi bir yurttaşlık modeli oluşturulmuş; Türk Tarih Tezi ile geçmiş yeniden kurgulanarak tarihsel meşruiyet zemini güçlendirilmiştir. 1940’lı yıllarda savaş koşullarının etkisiyle daha hümanist ve evrenselci bir dil benimsenmiş; 1950 sonrasında ise dinî ve geleneksel unsurlar eğitim söyleminde yeniden görünür hâle gelmiştir. 1960 sonrası anayasal düzenlemeler ve 1968’de sosyal bilgiler dersinin disiplinler arası bir alan olarak tanımlanması, demokratik yurttaşlık söylemini kurumsallaştırmıştır. Sonuç olarak sosyal bilgiler eğitimi, değişen siyasal bağlamlara bağlı olarak arzu edilen yurttaş tipinin üretildiği ve toplumsal belleğin biçimlendirildiği dinamik bir ideolojik alan olarak değerlendirilmelidir.

Abstract

This study aims to examine the historical development of social studies education in Türkiye between 1839 and 1968 and to demonstrate that this field represents not only a pedagogical discipline but also a political, cultural, and ideological construction process. A qualitative historical research design was employed in the study. Official documents, educational legislation, curriculum programs, and textbooks published from the Tanzimat period to 1968 were analyzed through document analysis and content analysis. The findings indicate that social studies instruction was redefined in each period in accordance with the dominant political ideology. During the Tanzimat era, Ottoman identity and the notion of equal citizenship were emphasized, whereas the Pan-Islamist discourse and loyalty to the Caliphate became prominent during the reign of Abdülhamid II. In the Second Constitutional Period, nationalist and constitutional values gained strength; following the proclamation of the Republic, education became one of the principal instruments of nation-state construction. In this period, a secular, centralized, and nationalist model of citizenship was established through history and geography courses, and historical legitimacy was reinforced by reconstructing the past through the Turkish History Thesis. In the 1940s, under the influence of wartime conditions, a more humanist and universalist discourse was adopted; after 1950, religious and traditional elements re-emerged in educational rhetoric. Constitutional reforms after 1960 and the formal definition of Social Studies as an interdisciplinary course in 1968 institutionalized democratic citizenship discourse. Ultimately, social studies education can be understood as a dynamic ideological field in which the desired model of citizenship is constructed and collective memory is shaped in accordance with changing political contexts.
