Etik Bir Sorunsal Olarak “Postmodern” İliştirilmiş (Embedded) Gazetecilik

İliştirilmiş (embedded) gazetecilik, ilk kez Amerika Birleşik Devletleri’nin 2001 yılında Afganistan’a yaptığı askeri operasyon sırasında uygulanan, ancak gerçek anlamda 2003 yılındaki 2. Körfez Savaşı’nda geliştirilen bir kavramdır. Aslında önceden de fiilen varlığını sürdürmesine rağmen bu dönemde literatüre yerleşmiştir. Amerikan Savunma Bakanlığı’nın (Pentagon) işgali haklı göstermek ve dünya kamuoyundaki tepkileri önlemek amacıyla, gazetecileri savaş bölgesine kendi kontrolünde ve denetiminde götürerek, kendi iletmek istediği bilgileri ve görüntüleri servis ettirmesi faaliyetidir. Muhabir ve kameramanlar zırhlı bir araca -çoğunlukla bir tanka- bindirilmekte, çatışmaya katılan askerlerle birlikte cephede ilerlemektedir. Bir tür “psikolojik harekât” olarak da nitelendirilebilecek bu olgu “basın etiği” açısından irdelendiğinde ise pek çok soru işaretleri doğmaktadır. Bir muhabirin, savaş ya da çatışma bölgesinde gördüğü ve öğrendiği her şeyi değil de, sadece “görülmesi ve bilinmesi istenen” olayları kamuoyuna iletmesi, gazetecinin asli görevi olan “halkı aydınlatma” işlevi ile çelişki yaratmaktadır. Ama öte yandan, gazetecinin bizzat haberin içinde olması da mesleki açıdan bulunmaz bir fırsattır. Bu kapsamda embedded gazeteciliğin sadece savaş kavramıyla sınırlı olmadığını da belirmek gerekir. Spor muhabiri haberlerini takip ettiği kulübün, polis muhabiri emniyetin, belediye muhabiri belediyenin, parlamento muhabiri de takip ettiği siyasi partinin -fanatik veya ılımlı- bir taraftarına dönüşmektedir. Bu bir tür “postmodern” iliştirilmiş gazeteciliktir. Muhabirin “sempati” duygusunu aşan bu tutumunun izdüşümünde, içinde bulunduğu faaliyetleri iliştirilmiş gazeteciliğe montajlayan ideolojik/kültürel/psikolojik kodlar bulunmaktadır. Muhabir ne kadar tarafsız ve objektif kalmaya çalışırsa çalışsın, bu kodları aşmakta büyük güçlük çekmektedir. Bu çalışmada, embedded gazetecilik etik bir sorunsal olarak ele alınarak, bu kavramın yaygınlığının savaş/çatışma bölgesi ile sınırlı kalmadığı, medyanın ilgili olduğu neredeyse tüm kritik alanlarda varlığını sürdürdüğü örneklerle anlatılmış, konu basın etiği açısından eleştirel bir gözle irdelenmiştir.

Embedded journalism is a concept that was first applied during the United States' military operation in Afghanistan in 2001, but it actually was developed during the Second Gulf War in 2003. In fact, although it existed before, its settlement in the literature has been in this period. It has been the activity of the Pentagon to justify the invasion and to prevent the reactions of the world public, by taking the journalists to the war zone under its control and to have the information and images that it wants to convey. The reporter and cameramen are put in an armored vehicle -usually a tank- advancing along the front with the soldiers participating in the conflict. When this phenomenon, which can also be described as a kind of "psychological operation", is examined in terms of "press ethics", many question marks arise. The fact that a reporter conveys to the public not everything he sees and learns in the war or the conflict zone, but only the events that are "wanted to be seen and known", creates a contradiction with the journalist's primary duty of "informing the public". But on the other hand, it is a unique opportunity for the journalist to be in the news himself/herself. In this context, it should be noted that embedded journalism is not limited to the concept of war. The sports reporter turns into a supporter of the club he follows, the police reporter of the police, the municipal correspondent of the municipality, and the correspondent of the parliament - fanatic or moderate - of the political party he/she follows. This is a kind of "postmodern" embedded journalism. Conidering the projection of this attitude of the reporter, which goes beyond a sense of "sympathy", there are ideological / cultural / psychological codes that ingraft her/his activities to embedded journalism. No matter how impartial and objective the reporter tries to be, she/he has great difficulty in transcending these codes. In this study, embedded journalism is handled as an ethical problem, and it is explained with examples that the prevalence of this concept is not limited to the war/conflict zone, it continues to exist in almost all critical areas where the media is relevant, and the issue is critically examined in terms of press ethics.
