Almanya’daki çocuk koruma politikalarının tarihi sürecinin ve yaşanan değişimlerin Türkçe literatüre kazandırılmasının amaçlandığı bu çalışma ile aynı zamanda Türkiye’deki çocuk koruma politikalarının iyileştirilmesine yönelik öneriler de bulunmaktadır. Çocukların korunması sosyal çalışmanın ilgilendiği alanlar içerisinde her zaman öncelikli olarak yer almıştır. Sosyal çalışma mesleğinin geçirmiş olduğu dönemsel değişimlere de uygun olarak çocukların korunması için farklı politikalar üretilmiştir. Sosyal hizmet sunumunu şekillendiren sosyal politika uygulamaları ülkelerin refah seviyesine ve yönetim biçimlerine göre de şekillenerek farklı pratiklerin ortaya çıkmasını sağlamaktadır. Eyalet sistemi ile yönetilen ve sosyal hizmetlerin sunumunda devletin katkı oranının daha az olduğu Almanya’da sivil toplum kuruluşları resmi kurumların yetki devrine dayanan bir sistemle sosyal hizmet sunumunda daha fazla çeşitliliğin oluşturulmasını sağlamışlardır. Bu bağlamda da Türkiye’de merkezi örgütlenmenin etkisinin daha fazla hissedilmesi, çocuk koruma alanında hizmet veren sivil toplum kuruluşlarının genel olarak çocuk hakları savunuculuğu yapması bu alanda yeni bir dönüşümün varlığını gerekli kılmaktadır. Bu araştırma ile Almanya’da çocuk koruma alanının yapısı tanıtılarak Türkiye için uygun olacak şekilde bu alanda hizmet sunan sivil toplum kuruluşlarının yenilenmesi için önerilerde bulunulmuştur. Çocuk koruma hizmetlerinin etkinliğinin arttırılması için yerelleşmenin yanı sıra hizmet sunumunun belirli seviyelere ayrılması da önem arz etmektedir. Çünkü hizmetlerin basamaklandırılması acil koruma ihtiyacı gerektiren çocuklara ulaşmayı daha faal hale getirecektir. Böylelikle bir kriz durumu yaşayan ailelerin çocuklarının herhangi bir istismar ya da ihmal durumuna maruz kalma ihtimali düşürülmüş olacaktır. Bu hizmetler aynı zamanda çocuk korumada önleyici hizmetlerin önemini de ortaya çıkaracaktır. Alman çocuk korumanın en önemli güçlü yanlarının önleyici hizmetlere ağırlık vermesi, kurum bakımının son alternatif olarak değerlendirilmesi ve hizmet sunumunda devlet kurumlarının genel görevinin finansman olarak sivil yüklenicileri desteklemesi olduğu bilinmektedir. Çocuk korumada farklı ülke modellerinin de incenelenerek almanya örneğinde bu gibi özelliklerin dikkate alınıp Türkiye için çocukların korunması adına daha etkili bir çocuk koruma modeli oluşturulabileceği göz önünde bulundurulmalıdır.

With this study, which aims to bring the historical process of child protection policies in Germany and the changes experienced in Turkish literature, there are also suggestions for the improvement of child protection policies in Turkey. The protection of children has always been a priority among the areas of interest of social work. In accordance with the periodic changes that the social work profession has undergone, different policies have been produced for the protection of children. Social policy practices that shape the provision of social services are shaped according to the welfare level and management styles of the countries, resulting in the emergence of different practices. In Germany, which is governed by the state system and where the state's contribution rate is less in the provision of social services, non-governmental organizations have ensured the creation of more diversity in the provision of social services with a system based on the delegation of authority of official institutions. In this context, the fact that the impact of the central organization in Turkey is felt more and that non-governmental organizations serving in the field of child protection generally advocate for children's rights necessitate the existence of a new transformation in this field. With this research, the structure of the child protection area in Germany will be introduced and suggestions will be made for the renewal of non-governmental organizations providing services in this field in a way that is appropriate for Turkey. It is known that the most important strengths of German child protection are that it focuses on preventive services, that institutional care is considered as a last alternative, and that the general duty of state institutions in service delivery is to support civil contractors as financing. By examining different country models in child protection, it should be taken into account that a more effective child protection model can be created for the protection of children for Turkey by taking into account such features in the case of Germany.
