Kentleşme, değişim ve örgütlenmeyi içeren ve sosyo kültürel sonuçları olan bir süreçtir. Bu sonuçlardan en önemlisi ise kentlileşme denilen kente özgü bir yaşam tarzı ve kültürünün ortaya çıkmasıdır. Ancak sanayileşmeye dayanmayan ya da politik kararlarla oluşturulan kentsel yerleşimlerde kentleşme, sağlıksız veya çarpık şekilde gerçekleşebilmekte, böylece kente özgü davranış biçimleri, yaşam tarzı oluşamamaktadır. 1989 yılında il olan Bayburt kentleşme ve gelişme sürecinde olan bir ilimizdir. “İller ve Bölgeler Sosyo-ekonomik Gelişmişlik Araştırmasına göre Bayburt; tarımsal verimliliğin düşük ve tarım sektöründe gizli işsizlik sorununun olduğu, beşinci derece gelişmiş iller grubundadır. Gurbetçilik ilin geçimini destekleyen bir unsurdur. Ancak, il olması sonrasında Bayburt’ta kişi başına düşen ekonomik göstergelerde ve göç oranlarında olumlu bir gelişme de söz konusudur. 1990’da 708 $ olan kişi başı milli gelir, 1996’da 1019 $’a yükselmiştir. 2012-2013 yıllarında Bayburt artık ‰ 1,46 net göç hızı ile göç alan bir ildir. Bu olumlu gelişmedeki, 2008’de açılan Bayburt Üniversitesi ile kente gelen öğrenci ve akademisyenlerin payı, araştırmalarla ortaya konan ve genel kabul gören bir olgudur. Üniversitelerin temel misyonu aslında, eğitim ve araştırmadır. Ancak bu kurumlar, içinde bulundukları kentlerin büyüklüğüne, nüfusuna ve diğer fonksiyonların düzeyine bağlı olarak, bir kentin ekonomik, sosyal ve kültürel gelişmesine de çok değerli katkılar yapabilmektedir. Bu çalışmanın amacı, farklı kentlerden gelen ve o kentin kültürel öğelerini taşıyan Bayburt Üniversitesi öğrencilerinin kültürel anlamda kentli davranışlarının kazanılmasında, Bayburt’un kentlileşmesinde ne ölçüde etkisi olduğunu ortaya koymaktır. Bu amaçla literatür taraması yapılmış ve öğrencilerin, kentlilerin; kentlileşme, kentli haklarına yönelik farkındalık ve duyarlılıklarını ölçmek ve bunları ne ölçüde yaptıklarını ortaya koymak üzere anket, mülakat uygulanmıştır.

Urbanization is a process that involves change and organization and has socio-cultural consequences. The most important of these results is the emergence of a city-specific lifestyle and culture called urbanization. However, in urban settlements that are not based on industrialization or created by political decisions, urbanization can realise unhealthy or distorted and so urban behaviors and lifestyle cannot occur. Bayburt, which became a province in 1989, is a city that is in the process of urbanization and development. According to the "Provinces and Regions Socio-Economic Development Survey", Bayburt, is in the fifth degree group of developed provinces with low agricultural productivity and hidden unemployment problem in the agricultural sector. Emigration is a factor that supports the livelihood of the province. However, there is a positive development in the economic indicators per capita and migration rates in Bayburt after becoming a province. Per capita national income increased from $ 708 in 1990 to $ 1019 in 1996. Between 2012 and 2013, Bayburt is now a province receiving immigration with a net immigration rate of ‰ 1,46. In this positive development, the share of students and academicians who came to the city with Bayburt University was opened in 2008, is a phenomenon that has been revealed by researches and is generally accepted. The main mission of universities is actually education and research. However, these institutions can make valuable contributions to the economic, social and cultural development of a city, depending on the size, population and level of other functions of the cities in which they are located. The purpose of this study is to reveal to what extent Bayburt University students coming from different cities and carrying the cultural elements of that city had an impact on the culturalization of their urban behaviors and the urbanization of Bayburt. For this purpose, a literature review has been made and a questionnaire and interviews were conducted in order to measure the awareness and sensitivity of the students and citizens about urbanization and urban rights and to reveal to what extent they do these.
