Afganistan hükümetinin durumunun iyileştirilmesi ve güvenlik kabiliyetlerinin oluşturulması amacıyla ISAF sonrasında 2015 yılında Kararlı Destek Misyonu kurulmuştur. Bu Misyon bünyesinde görev yapmak üzere Kabil’deki eğitim yardım ve danışmanlık görevleri Türk unsurlarına verilmiştir. Kabilde konuşlu bulunan bu birlik bünyesinde Şubat 2019 tarihinde 2 yeni tim kurulmuştur. Bu timlerden birisi Ulusal Polis Eğitim Merkezine, diğeri de Kabil’deki ilçe birimlerine eğitim, yardım ve danışmanlık faaliyetleriyle görevlendirilmiştir. Ulusal Polis Eğitim Merkezinde görevli olan tim faaliyetlerine başlamadan önce Afganistan İçişleri Bakanlığı Stratejik Planı çerçevesinde bu eğitim merkezinde Kabil’deki ilçelerde görev yapan polislere yönelik eğitim planlanmıştır. Eğitimi inceleyen danışmanlar eksiklikler tespit etmiştir. Bunun üzerine eğitimin nasıl geliştirilebileceğine dair soruya cevap bulmak amaçlanmıştır. Yapılan alan yazın incelemesi neticesinde geribildirim için gereken şartların oluştuğu anlaşılmış ve danışman geribildiriminin eğitimin geliştirilmesinde nasıl etkin kullanılabileceği sorusuna cevap bulmak için araştırma başlatılmıştır. Araştırma eylem araştırması şeklinde desenlenmiştir. Araştırmanın verileri Kabil Ulusal Eğitim Merkezi eğitmenleri ile burada eğitim gördükten sonra görevleri başına dönen personelden toplanmıştır. Veri toplama araçları Eğitici Bilgi Formu, araştırmacı günlüğü, Geribildirim Değerlendirme Formu ve danışman gözlemleridir. Veri analizinde betimsel analiz kullanılmıştır. Araştırma sonucunda danışman geribildirimiyle kurulan mekanizma eğitimin geliştirilmesinde yararlı olmuştur. Bununla birlikte eğitim merkezinde verilen eğitim esnasında danışmanlar tarafından eğitmenlere yapılan anlık geribildirimin yararlı olmasına rağmen, eğitim aldıktan sonra görevlerine dönen personelin uygulamaları esnasında kendilerine danışmanlar tarafından yanlış uygulamanın düzeltilmesine ilişkin yapılan anlık bildirimin yeteri kadar yararlı olmadığı öğrenilmiştir.

In order to improve the situation of the Afghan government and build security capabilities, after ISAF, in 2015, Resolute Support Mission was established. Train, assist and advice duties in Kabul have been given to Turkish forces, provided that they serve under this Mission. Within this command based in Kabul, on February 2019, two new teams were established. One of these teams was assigned to train, assist and advice to National Police Training Center and the other to the district units in Kabul. Before the team starts its duties at National Police Training Center, within the framework of strategic plan of the Ministry of Interior of Afghanistan, training was planned for the police working in the districts of Kabul in this training center. The advisors who examined the training identified deficiencies. Upon this, it was aimed to find the answer to the question on how to improve the training. As a result of the literature review, it was understood that the necessary conditions for feedback were established and the research was started to answer the question of how to use advisor feedback effectively in the development of training. The research was designed as an action research. Research data were collected from Kabul National Training Center trainers and the personnel returned to their duties after the training. Data collection tools include the Trainer Information Form, researcher diary, Feedback Assessment Form, and advisor’s observations. Descriptive analysis was used to analyze the data. As a result of the research, the mechanism established with advisor feedback has been beneficial in the development of the training. it was also learned that although the instant feedback given to the trainers by the advisors during the training in the training center was beneficial, the instant feedback given to the personnel, who returned to their duties after the training, by the advisors about the correction of the wrong practice during their duties was not sufficiently useful.
