      <title>Research and Training Opportunities for Virtual Reality Applications</title>

      <description>This study was held on strengthening research and training opportunities for virtual reality applications in the private and government sectors. Research assistants, lecturers and faculty members of Harran University Faculty of Engineering have participated in this study. The study started with opening speeches, continued with introduction speeches and ended with working groups. The majority of the participants were male and accounted for approximately 68 %. On the other hand, the majority of participants are computer engineers and make up 35 % of the participants. A data gathering tool was carried out in this study to enable participants to gain their views on strengthening research and training possibilities for virtual reality applications. With this data collection tool, focus groups were created with semi-structured open-ended questions and data were collected. The findings of this study was examined under five sections collected from the study groups namely: virtual reality definition, (i) virtual reality applications (ii), the future of virtual reality (iii), virtual reality in education and training (iv) and virtual reality and specific applications (v). It is thought that this study by Harran University on the strengthening of research and education possibilities for virtual reality applications in the private sector and the state sector fulfills its duty in terms of dissemination of virtual reality applications and awareness building on engineering.</description>

      <description>In this research, the attitudes of the teachers towards the computer as an educational tool in two different time periods are compared. The research compares the attitudes of the teachers determined by the researcher with the attitudes of the teachers determined in 1988 and the attitudes of the teachers determined by the same attitudes in 2018 and analyzes the operation of the different fields such as the education system, the curriculum, management, teacher training and computer as a teaching tool, allows us to observe trends at two different times. The fact that the first of the researches reached the whole of the universe in the country-based and the second in the province-based increase the generalization of the researches. The most notable finding in the survey is that now the sources of multi-teacher education in the country have turned into only one source of education and training faculties. The statistically significant difference between male and female teacher attitudes suggests that a certain qualitative structure has been achieved in teacher education.</description>

      <title>Analysis of the Perceptions of the Digital Game Concept of 9-10 Year Children by Means of Metaphors</title>

      <description>The aim of this research is to determine the thoughts of 9-10 year old children about the digital game concept with the help of metaphors. The study group of the study consisted of 40 students, 22 in the age group of 9 and 18 in the age group of 10, who were educated in the academic year of 2016-2017 in 30 Ağustos Zafer Primary School in Kırşehir. In order to collect data in the study, "metaphor form" was prepared to determine the students' thoughts about digital game concept. Students in metamorphic form are like "digital game ..." because ... " they are asked to complete the coven. In this study prepared according to qualitative research model, phenomenology is used. In the analysis of the data; content analysis technique. For the reliability of the analysis of the research data, the reliability coefficient between the participants was calculated [Opinion union / (Union union + Discretion of opinion) x 100] and this value was found to be 90%. By evaluating the data, it was seen that the students produced a total of 19 metaphors. These metaphors produced are collected in 5 different categories. While the students were found to develop metaphors in the most "addictive" category of digital game, they followed this category associate, Entertaining activities, Spending time, Violence". In the addiction category, 6 metaphors were produced by the participants and it became the most widely used "harmful habit" metaphor. As a result, it has been determined that students express the concept of digital game through different perspectives through metaphors.</description>

      <description>Computers, the Internet and especially smartphones are among the indispensable parts of our lives in today's rapidly evolving information technology. Smartphones seem to be used by individuals of all ages in a serious way. Smartphones are known to be used by students for communication, social media navigation, online or online gaming. Smartphones that are used for such different purposes guide our lives and are especially addictive to students. High school students in the age of development are also affected by this dependency. For this reason, this study examines the smart phone dependency levels of high school students and their dependence on gender, grade levels and episode types, parents' educational status, whether family members have social media accounts, smartphone usage and daily smartphone usage . A screening model was used to collect the research data. Participants of the research are 133 high school students in the province of Sakarya in the academic year 2016-2017. The "Smart Phone Dependency Scale for Turkish High School Students" adapted to Turkish by Şata, Çelik, Ertürk and Taş (2016) by the Smart Phone Dependency Scale developed by Kwon et al. (2013) used. Students who participated in the study are the result of being smartphone addicts in the middle level. As a result of the research, it was seen that female students were more addicted to smartphones than male students. It has been found that high school students do not differ according to their grade level, education level, educational status of their parents, whether family members have social media accounts, smartphone usage intentions and daily smartphone usage times.</description>

      <description>The technology, which can be defined as vocabulary, technical language, or technical terminology, has a great effect on every field; but it can be said that one of the most affected by this change is the library institution. Today, rather than traditional libraries that collect, organize, and use information resources, access-based dynamic libraries that take up a broad range of new sources of information have begun to emerge. As evidenced by the changing social conditions and evolving technological tools, the librarian, a living organization, does not experience a change in the prime principle of providing access to information. However, it should be immediately noted that the one that creates change; innovation in methods of sharing and accessing information. Libraries go to the benefit of developing technology to control increased knowledge, to provide more efficient service to their readers, and to carry out more accurate and faster operations. But does this user also find the opposite? In order to find out the solution of this problem, we conducted a "Research on the Effect of Technology on Library Use" at Yıldırım Beyazıt University in Ankara. Some of the questions asked in the survey are: Can the technology library be included in the 5 main elements of the university library? Does technology affect library use? Do you think that technology is beneficial to libraries? Do you think libraries have adversely affected technology? Do you think libraries are digitalizing? Do you think that technology affects the level of people reading? As a result of the research, it turns out that the user is very influenced by the technology and solves the information he seeks without going to the library with his own technological facilities.</description>

      <description>With the advancement in technology, new applications have been developed in many fields. In the field of education, we observe the e-learning system as the new application. Many researchers have contributed to the e-learning system by carrying out academic studies. In this study, the effect of the perceived performance of e-learning students on user satisfaction was investigated and a questionnaire was applied to 225 e-learning graduate students studying at Gazi University. The perceived performance component in the proposed model consists of perceived quality and perceived usability components. The perceived quality component compose of the sub-dimensions of information quality, service quality, and system quality. The perceived usability component consists of perceived usefulness and perceived ease of use sub-dimensions. Perceived usefulness, perceived ease of use, information quality, service quality and system quality are explained by 75% (R2 = 0.75) of user satisfaction in the study and 25% are explained by other variables. It has been determined that information quality, perceived usefulness, perceived ease of use have a significant and positive effect on users’ satisfaction, but service quality and system quality have no significant effect on users’ satisfaction</description>

      <description>Business simulation games allow the understanding of the complexity of business processes and the development of managerial competencies. Unfortunately, universities have limited training in the area of application, negatively affects the development of students' managerial competence development skills. The purpose of this study is to determine the level of differentiation between the perceptions of managerial competence in classrooms taught by business simulation games and the perceptions of managerial competence in the classrooms where other traditional teaching approaches are used. In the study, the administrative competence perceptions of 59 students who were studying business simulation in business administration and accounting and tax programs and 59 students who were not trained in business simulation in control group were compared in Çanakkale Onsekiz Mart University, Çanakkale Vocational School of Social Sciences. In the study, quasi-experimental research design and questionnaire technique with experimental-control group and post-test comparative among quantitative research methods and Roberson et al. (1999) applied the questionnaire technique were used. The findings of the research revealed that the students who had been trained in business simulation had a higher perception of managerial competence in all sub-dimensions than the who did not receive training in business simulation.</description>

Today, YZ doctors can help them to make faster, more accurate diagnoses, predict disease risk to prevent diseases beforehand, and help researchers understand how genetic variations lead to disease. Thanks to this new YZ technique, self-driving tools, super-human image recognition and life-changing, even life-saving developments have been possible. Deep learning helps researchers analyze medical data for the treatment of disease, increases the ability of physicians to analyze medical images, and contributes significantly to the future of the personalized drug. Basically three trends lead the DL revolution. These are more powerful GPUs (graphics processing units), advanced neural network algorithms that model the human brain, and access data from the Internet. As a result, deep learning technology with such a great potential has many things to add to our health practices as a country. What is happening in the world in this area should be followed soon. Health practices that change and protect human life can be developed by our valuable researchers with the support of the state and the cooperation of health institutions and these applications can be successfully integrated into the health system. This research paper presented in this context contributes to the field.</description>

      <description>Globalization, dynamics of free market, and the impact of transnational corporations on the administrative structures and operations of countries and the spread of technology and internet networks have enabled e-government applications to be found in almost all public service areas.The fact that the state can present public services in digital environment and the work of state institutions is carried out in electronic environment followed by the reduction of bureaucracy is shown as one of the most important indicators of modern state in today’s world. Thus, e-government applications have begun to be accepted as an alternative part of the solution process developed against traditional public administration problems. E-government applications have an important place among the trust building factors in public administration. Discussions about secrecy and security about e-government have begun to come to the agenda more and more in recent times. At this point, it is important that the bureaucracy change its traditional resistance to secrecy and also citizens should also be confident that adequate security and secrecy measures are taken. In this context, the security relationships of the state and the citizens with the private sector and security concerns about data privacy have begun to be discussed more. The negative security perception for e-government applications is caused by the infringement of personal and corporate data privacy with various methods every day through internet networks. In this respect, the widespread use of e-government applications followed by the increase in security problems raise the issue of data security at a high level. In this context, in the dimension of security of e-government applications, Turkey needs to complete the shortcomings in the basic public infrastructure and corporate data. Thus, it is stated that e-government security is at least as important as the security of the geographical boundaries of the countries. This study primarily aims to analyze the issues of trust for public administration on e-government services in Turkey. Then, it is going to draw attention to various studies and developments towards security infrastructure which is an important dimension of these problems. Thus, some suggestions for the security infrastructure of e-government applications will be given from the institutional and administrative points of view.</description>

      <description>The need for technology to play an active role in teaching, to follow current developments in order to produce and use knowledge, and to meet the needs of the era has come to the fore. In order to meet this need in Turkish designed, the FATIH Project has been understood with the thought that each student should get the best education, reach the best quality education contents and equality of opportunity in education. The awareness of the teachers who play an effective role in the execution of the project in the schools and their views towards this practice play an important role in the success of the process. A study was planned to understand the operation of the FATIH project in the system and to identify the problems experienced. The main purpose of this study is to determine the predictions, awareness, anticipations, and problems of social studies teachers and history teachers on the FATIH project. In the research, descriptive analysis model is used as qualitative research methods and the obtained data are presented digitized. The research data were collected with the aid of a semi-structured open-ended questionnaire developed by the researcher. During the descriptive analysis, one educational expert has received help. The study group of the study is composed of 25 social studies and history teachers working in the schools affiliated to the city of Ankara in the academic year 2015-2016. As a result of the research, it was determined that the teachers had knowledge about the FATIH project, believed the importance and contribution of the project but found that the project was inadequate in in-service training and also had negative beliefs about reaching the objectives and operation of the project.</description>

      <description>The political-themed graphic design studies have a construct, which is rapidly produced and also rapidly goes out of mainstream agenda. Therefore, they do not face long time critical evaluation. However, in a social angle, they are effective in building concepts in masses in long term. Sometimes, a sole image can be very effective because of carrying a message that a thousand words cannot describe. In fact, it is not easy to make a truly meaningful study in today’s digital world, which has never-ending digital pollution. If a success was to be achieved in this digital enormity, it needs to be evaluated in another article. The aim of the exhibition is that it compiled successful works. In the article, a conceptual analysis has been made via materials in Hope to Nope exhibition, which includes political-themed graphic designs in the last decade. In the works of Hope To Nope, it is seen that the authoritarian acts of power in general, racism, sexism, belief and freedom of opinion are processed. The scope of the ten-year period of the works at the show reached the conclusion that the political agenda had hardly changed at the time.</description>

      <description>Today, the rapid development of technology has become an indispensable part of our life in the field of education as it is in every area. In this changing world, people now exist as digital identities both as real individuals and as digital citizens. The time that we live now is the revolution in the use of technology in every field and most efficient way. In particular, education is one of the areas where technology should be used the most. Because the use of technology in education makes it easier to understand, it embodies many aspects, it provides the fastest access to information, it achieves wide masses and reduces the digital divide. The purpose of this study is to determine the attitudes and attitudes of the students in the sport sciences faculty towards the use of technological equipment in education. The study was carried out in a research design on the students who were educated at the Faculty of Sport Sciences of Fırat University during the fall semester of 2017/2018 academic year. At the beginning of the study, "Technology Attitude Scale" developed by Yavuz (2005) was used for the students. Chi-square analysis and Kruskal Wallis analysis were applied in the analysis of the data. As a result of the analyzes made, it has been found that the frequency of effective use of technological innovations in terms of departments is better than the students of the recreation department of department of sport administration. In addition, "the use of technology will make it easier to comprehend lessons that are difficult to understand." There was also a difference between the coaching department and the recreation department students in their questions. There were no differences in terms of marital status, sex, and age. At the end of the research, it was observed that the scale of inquiry for technology attitude differs according to the parts read by the students. It has been determined that students should use technological materials in teaching and that students have positive attitude scores.</description>

      <title>Spectral Sound Analysis and Sound Board Optimization of Traditional Musical Instrument Qanun</title>

      <description>The present study was on the sound of a traditional instrument Qanun and investigated the effects of soundboards of different thickness on tone characteristics. Changes in sound level were observed. The acoustic envelopes contained three regions were drawn for all of pitches. The changes in the sound levels were studied on this graphic. Fourier Analysis was made on recordings. Frequency distribution curves were also drawn. Fundamental and overtone level distributions were shown on these graphics. The levels of harmonics were compared to fundamental level on these graphics. The structures of upper partial tones were studied. Frequency ranges of the graphics were limited to 100-10000 Hz. The numeric values on the all of graphics were analysed; and the differences between all overtones were noted. A typical sound level curve for the Qanun was shown. In 3.0 mm thickness, due to the irregular resonances resulting from the thin body, too many harmonics and long decay periods were observed. In higher thicknesses, the Qanun cannot show its unique timbre due the dimness and scarcity of harmonics. Because of the evaluation of graphics and numeric values, a 3.5 mm thick soundboard was suggested as the most appropriate soundboard. The findings obtained in the present study are valid for the standard structure that is commonly used. However, these findings can be guiding for qanuns of different structures.</description>
