İsveçli Gezgin Jean Otter’in Şark Seyahati: Tokat ve Amasya İzlenimleri (1734-1744)

XVIII. yüzyılda Batı’nın Şark dünyasına olan ilgisi, hızla gelişim göstermiş ve bu yüzyıldan başlayarak Doğu ülkelerinde görülen seyyahların ve bilim insanlarının sayısında dikkate değer bir artış yaşanmıştır. Dikkat çekici bir başka konu da, bu tür seyahatlerde, gezginlerin kişisel öğrenme merakları ile temsil ettikleri devletin politik ve ekonomik amaçlarının örtüşmesidir. Jean Otter’in 1734-1744 yıllarını kapsayan Şark seyahati bu tarz bir ilişkiyi örneklemektedir. Aslen İsveç kökenli olan ve dil öğrenmek konusunda olağanüstü yeteneklere sahip bulunan Otter, Fransa hükümeti adına birtakım ticari anlaşmalar yapmak üzere İran’da görevlendirilmiştir. Seyyah, Osmanlı-İran savaşlarının şiddetlendiği bir dönemde Osmanlı İmparatorluğu’nun başkenti, Doğu ve Güney vilayetleriyle İran ve Afganistan gibi yerlerde bulunarak bu savaşı, cephenin iki tarafında da bulanan bir kişi olarak gözlemlemiştir. Otter’in, İran’ın tarihsel tasviri için doğu kaynaklarından yararlanarak hazırladığı seyahat günlüğü Batı’nın ilim çevrelerinde oldukça güvenilir kabul edilmiştir. Eser,  Osmanlı-İran savaşlarının (1742-1746) Nadir Şah ve Bağdat Valisi Ahmed Paşa gibi öne çıkan şahsiyetleriyle, yaşanan gerilimin sosyal ve ekonomik yaşama etkileri bakımından zengin haberler içermektedir. Bu çalışmada, İran ile yaşanan uzun soluklu mücadelenin Osmanlı taşrasında bulunan şehirlere yansımaları, 1743 yılı yazında Tokat ve Amasya şehirlerinde bulunan Seyyah Otter’in notları üzerinden ele alınmıştır. Böylece savaşın neden olduğu olağanüstü halin, kentlerin asayişine, ticari faaliyetlerine, gelişmekte olan sanayilerine ve kent ahalisinin gündelik yaşamlarına etkileri üzerinde daha nitelikli değerlendirmeler yapma imkânı elde edilmiştir.

The interest of the West in the Eastern world in the 18th century developed rapidly and the number of travelers and scientists seen in Eastern countries increased significantly starting from this century. Another noteworthy issue is the overlap between the personal learning curiosity of travelers and the political and economic goals of the state they represent in such travels. The Eastern trip of Jean Otter covering the years 1734-1744 exemplifies such a relationship. Originally of Swedish origin, Otter, who has extraordinary abilities to learn languages, has been assigned to Iran to make some commercial agreements on behalf of the government of France. At a time when the Ottoman-Iran wars were intensified, the traveler was able to observe this war as a person who was found on both sides of the front, being in the capital of the Ottoman Empire, in the Eastern and Southern provinces, and in places such as Iran and Afghanistan. Otter’s travelogue, prepared by using eastern sources for the historical depiction of Iran, has been accepted as very reliable in the intellectual circles of the West. The travelogue contains rich news about the prominent figures of the Ottoman-Iran wars such as Nadir Shah and Ahmet Pasha and the effects of the tension on social and economic life. In this study, the reflections of the long-term struggle with Iran on the cities in the Ottoman provinces are discussed through the notes of the traveler who was in Tokat and Amasya in the summer of 1743. Thus, the opportunity to make more qualified evaluations on the effects of the state of emergency caused by the war on the public order, commercial activities, developing industries and the daily lives of the city’s inhabitants was obtained.
