Osmanlı Devleti’nin son dönem valilerinden olan Mehmet Reşid Paşa, 14 Mayıs 1913 ile 25 Ağustos 1915 tarihleri arasında Kastamonu valiliği yapmıştır. Reşid Paşa ilk görevinden 4 yıl sonra 1919 yılında ikinci defa Kastamonu valiliğine getirilmiştir. 1864 ve 1871 Nizamnamelerinde valiler mülki görevleri arasında senede bir veya iki kere üç ayı geçmeyecek şekilde devir ve teftiş etmekle yükümlü tutulmuşlardır. Valiler bu gezilerde yapılan icraatları ve kazaların genel durumlarını ayrıntılı olarak merkeze rapor edeceklerdi. Mehmet Reşid Paşa’da iki yıl üç aylık ilk valiliği süresince iki kere valilerin her yıl yapması gereken devir ve teftiş gezilerine çıkarak vilayet kazalarında incelemelerde bulunmuştur. Birincisi 1913 yılı Eylül ayında yaklaşık bir ay süren ve Daday, Araç, Devrekani, Safranbolu, Çerkeş, Çankırı, Tosya, Taşköprü, Boyabat ve Sinop kazalarını içine alan oldukça kapsamlı bir teftiş gezisidir. İkinci teftiş gezisi ise bu çalışmanın da konusunu oluşturan 1914 Haziran 15’inden Temmuz’un 15’ine kadar süren ikinci devir ve teftiş gezisidir. Reşid Paşa bu gezilerinde kazaların idari faaliyetleri, belediyecilik hizmetleri, eğitim, hapishane, ziraat, sınaî, ulaşım, sağlık ve ticaret gibi alanların yanı sıra, bayındırlık ve imar faaliyetlerinde incelemelerde bulunmuştur. Gözlemlerini ise İstanbul hükümetine göndermiştir. Bu çalışmada Mehmet Reşid Paşa’nın hazırladığı rapordan yola çıkarak İnebolu, Taşköprü, Araç ve Devrekâni kazaları ile ilgili izlenimleri değerlendirilmiştir.

Mehmet Reşid Pasha, who was one of the last governors of the Ottoman State, served as the governor of Kastamonu between May 14, 1913 and August 25, 1915. Reşid Pasha was appointed as the governor of Kastamonu for the second time in 1919. In the 1864’s and 1871 Regulations, the Ottoman governors were obliged to patrol and inspect the province, provided that it did not exceed three months once or twice a year. The governors would report in detail the actions taken on these trips and the general situation of the towns to the center. Mehmet Reşid Pasha also went on an inspection trips in his first governorship, which lasted for two years and three months, and made investigations in towns. The first is a very comprehensive inspection trip that lasted about a month in September 1913 and included Daday, Araç, Devrekani, Safranbolu, Çerkeş, Çankırı, Tosya, Taşköprü, Boyabat and Sinop towns. The second inspection trip, which is the subject of this study, is the second inspection trip that lasted from June 15 to July 15 of 1914. In these trips, Reşid Pasha made researches in areas such as administrative activities, municipal services, education, prison, agriculture, industrial, transportation, health and trade, as well as public works and zoning. He sent his observations to the Istanbul government as a report. In this study, based on the report prepared by Mehmet Reşid Pasha, his impressions on Inebolu, Taşköprü, Araç and Devrekâni accidents were evaluated.
