Sosyal bilgiler eğitiminde müfredatın rolü önem taşımaktadır. Türkiye’de 2005 Sosyal Bilgiler Dersi Öğretim Programı ile ilgili yapılan araştırmalar küresel ve yerel bazda incelenerek eksiklerinin giderilmesi amacıyla yeni bir sosyal bilgiler programına ihtiyaç duyulmuştur. Öğretim programlarının uygulanabilirliği hakkında fikir elde edilebilmesi, programdaki eksikliklerin hangi ögelerden kaynaklandığının belirlenebilmesi açısından program değerlendirme çalışmaları büyük önem taşımaktadır. Bu araştırma, 2005 ve 2018 Sosyal Bilgiler Dersi Öğretim Programlarının farklı boyutları (amaç, içerik, öğrenme-öğretme süreci ve ölçme-değerlendirme) bakımından karşılaştırmalı olarak incelenmesi ve 2018 sosyal bilgiler programının öğretmen görüşleri bakımından değerlendirilmesine yönelik nitel bir çalışmadır. Bu yöntem Sosyal Bilgiler Dersi Öğretim Programlarının (2005-2018) detaylı bir şekilde karşılaştırılabilmesi amacıyla kullanılmıştır. Araştırmanın çalışma grubu Balıkesir ili Altıeylül ve Karesi Merkez ilçelerinde görev yapan sosyal bilgiler öğretmenleri arasından amaçlı örnekleme yöntemlerinden ölçüt örnekleme yöntemi kullanılarak belirlenmiş ve 20 sosyal bilgiler öğretmeniyle görüşmeler yapılarak, öğretmenlerin 2018 Sosyal Bilgiler Dersi Öğretim Programı’na yönelik görüşleri alınmıştır. Veriler elde edilirken öğretmenlerle yüz yüze görüşmeler yapılmıştır. Veriler 2018 yılında elde edilmiştir. Bu görüşmelerde öğretmenlere açık uçlu sorular sorularak araştırmanın verilerine ulaşılmıştır. Araştırma sonucunda ulaşılan veriler analiz edilerek araştırmanın bulguları elde edilmiştir. 2018 Sosyal Bilgiler Dersi Öğretim Programı’nın, 2005 öğretim programına göre kazanımlar ve içerik anlamında büyük ölçüde sadeleştirildiği tespit edilmiştir. Öğretmen görüşleri incelendiğinde bu sadeleşmenin, konuların yetiştirilebilmesi açısından olumlu olarak değerlendirildiği tespit edilmiştir. Ancak öğretmenler, programdan çıkarılmış olan bazı kazanımlar dolayısıyla, konular arasında boşluklar oluştuğunu ve öğrencilerin konular arasında bağlantı kurmakta zorluk yaşadıklarını belirtmişlerdir.

The role of the curriculum in social studies education is important. A new social studies program was needed to eliminate the deficiencies by examining the researches on the 2005 Social Studies Curriculum in Turkey on a global and local basis. Curriculum evaluation studies are of great importance in terms of obtaining an idea about the applicability of the curricula and determining the factors that cause the deficiencies in the curriculum. This research is a qualitative study to compare social studies curriculum of 2005 and 2018 in terms of purpose, content, learning-teaching process and measurement evaluation dimension and evaluate the 2018 curriculum in terms of teachers opinions. This method was used to compare the Social Studies Curriculum (2005-2018) in detail. The sample of the research was determined by using criterion sampling method from the purposeful sampling methods among the social studies teachers working in the districts of Balıkesir, Altıeylül and Karesi and 20 social studies teachers were interviewed and their opinions about the 2018 Social Studies Course Curriculum were taken. While the data were obtained, face to face interviews were conducted with the teachers. Data were obtained in 2018. In these interviews, data were obtained by asking open-ended questions to each teacher. The data obtained at the end of the research were analyzed and the research finding were obtained. It is determined that the 2018 Social Studies Course Curriculum has been greatly simplified in terms of learning outcome and content according to the 2005 curriculum. When the teachers' opinions were examined, this simplification was evaluated as positive in terms of raising the subjects. However, the teachers stated that there were gaps between the subjects due to some learning outcomes that were removed from the curriculum and that the students had difficulty in establishing connection between the subjects.
