Bu araştırmanın amacı, özel gereksinimli bireylerin tanılama süreci ve yerleştirilme kararları öncesinde okul ve sınıfta alınabilecek tedbirlere yönelik öğretmen ve okul yöneticilerinin görüşlerinin incelenmesidir. Nitel araştırma yöntemlerinin kullanıldığı bu durum çalışması, Türkiye’nin farklı illerinde görev yapan 113 öğretmen ve yönetici ile gerçekleştirilmiştir. Veri toplama aracı olarak kuramsal çerçeve ışığında oluşturulan yapılandırılmış görüşme formu kullanılmıştır. Görüşme formu içerisinde BEP biriminin çalışma şekli ve işleyişi ile ilgili öğretmen ve okul yöneticilerinin görüşlerini belirlemek amacıyla sorular oluşturulmuştur. Uzman görüşü sonrası görüşme soruları iki öğretmen ve iki okul yöneticisi tarafından uygunluk yönünden değerlendirilmiş; dönütler doğrultusunda düzeltmeler yapılmış ve tekrar özel eğitim uzmanlarına gönderilmiştir. Uzmanların da onayı alındıktan sonra veri toplama sürecine geçilmiştir. Veriler içerik analizi kullanılarak analiz edilmiştir. Toplanan veriler öğretmen ve yönetici görüşlerine dayalı olarak araştırmacı tarafından ayrı ayrı kodlanmış ve elde edilen kodlar ortak temalar şeklinde birleştirilerek tablolar oluşturulmuştur. Toplanan veriler ve bu verilerin analizi ışığında öğretmen ve yöneticilerin, tanılama süreci ve yerleştirme ile ilgili olarak öğrenci velisinin bilgilendirilmesi ve sürece aktif olarak dahil edilmesiyle, sürecin etkin ve verimli yürütülmesine katkı sağlayacağı görüşüne ulaşılmıştır. Araştırma sonuçlarına göre, öğretim materyallerine, eğitim ortamına, uygulanan yöntem ve tekniklere ilişkin düzenlemeler yapılması gerekliliği de bulgular içerisinde yer almaktadır. Bununla beraber öğretmenlerin öz yeterliklerini geliştirerek süreci olumlu yönde etkileyeceği sonucuna ulaşılmıştır.

The aim of this research is to examine the opinions of teachers and school administrators regarding the diagnostic process of individuals with special needs and the measures that can be taken before their placement. This descriptive research using qualitative research methods was carried out with 113 teachers and managers working in different provinces of Turkey. A structured interview form created in the light of the conceptual framework was used as a data collection tool. In the interview form, questions were formed in order to determine the views of teachers and school administrators about the working style and functioning of the IEP unit. After the expert opinion, the interview questions were evaluated by two teachers and two school administrators in terms of suitability; Corrections were made in line with the feedback and sent to special education specialists again. After the approval of the experts, the data collection process was started. Data were analyzed using content analysis. The collected data were coded separately by the researcher based on the opinions of the teachers and the administrators, and tables were created by combining the codes obtained in the form of common themes.In the analysis of the collected data, it was concluded that teachers and administrators would contribute to the effective and efficient execution of the process by informing the student's parents about the diagnosis process and placement and their active involvement in the process.According to the results of the research, the necessity of making arrangements regarding the teaching materials, educational environment, applied methods and techniques is also included in the findings. However, it has been concluded that teachers will improve their self-efficacy and affect the process positively.
