Sosyal bilgiler öğretmenlerinin bilginin sürekli bir şekilde yenilendiği 21. yüzyılda yaşam boyu öğrenme temelinde kendilerini yenilemeleri, yeni bilgi, fikir ve teknolojileri derslerinde etkili bir şekilde kullanabilmeleri önemlidir. Sosyal bilgiler öğretmenleri inovatif düşünme, girişimcilik, sorunlara çözüm üretebilme, eleştirel düşünme ve karar verme becerilerine sahip oldukları zaman günümüz toplumunun isteklerine cevap verebileceklerdir. Bu çalışmanın amacı, Milli Eğitim Bakanlığı’na bağlı okullarda görev yapan sosyal bilgiler öğretmenlerinin yenilikçi sosyal bilgiler öğretmeni ve eğitimi algılarını ortaya çıkarmaktır. Bu araştırmada nitel araştırma yaklaşımından yararlanılmıştır. Araştırma fenomenolojik araştırma desenine göre tasarlanmıştır. Araştırma kapsamında, 2017-2018 eğitim-öğretim yılının bahar yarıyılında kasıtlı olarak seçilen 14 sosyal bilgiler öğretmeni ile mülakat yapılmıştır. Veriler, ilgili alan uzmanları tarafından geçerliği onaylanmış yarı yapılandırılmış görüşme formu ile toplanmıştır. Açık uçlu sorular sosyal bilgiler öğretmenlerine yöneltilmiştir. Araştırmaya dahil edilen sosyal bilgiler öğretmenlerinin cevapları görüşme süreci boyunca eşzamanlı olarak araştırmacılar tarafından yazılmıştır. Bu nitel araştırmanın verileri içerik analizi yöntemi kullanılarak çözümlenmiştir. Araştırmaya katılan öğretmenlerin büyük bir bölümü yenilikçi öğretmenini “gelişmeleri takip eden ve kendini sürekli geliştiren, yenileyen öğretmen” olarak tanımlamışlardır. Meslektaşları, konferanslar ve seminerler yenilikçi öğretmen olma konusunda sosyal bilgiler öğretmenlerini en çok etkileyen kişiler ve organizasyonlardır. Yine öğretmenlerin yenilikçi olma konusunda en fazla ihtiyaç duydukaları ilave uzmanlık eğitim teknlojileri ve yabancı dil bilmedir. Sosyal bilgiler öğretmnelerinin yenilikçi olma konusunda karşılaştıkları en büyük fırsat EBA ve seminerlerdir. Sosyal bilgiler dersinin haftalık ders saatinin yetersiz olması yenilikçi öğretmen olma konusunda en büyük engel olarak görülmektedir. Yenilikçi sosyal bilgiler öğretiminin en önemli etkisi öğrenci ve öğretmen başarısıdır. Yine öğretmenler derslerinde yeniliklere ulaşmada en önemli araç olarak internet ve EBA’yı görmektedirler. Ayrıca öğretmenlerin önemli bir kısmı yenilikçi sosyal bilgiler öğretimi için eğitimi gerekli görürken önemli bir bölümü ise gerekli görmemektedir. Gerekli görenleri en önemli nedeni gelişmeleri ve yenilikleri takip edebilen öğretmen olabilmek içindir. Kendini yeterli görme ise bu eğitimi gerekli görmeyen öğretmenlerin en önemli nedenidir. Araştırmadan elde edilen bu bulguların; Türkiye’nin yenilikçi öğretmenlerini yetiştirecek olan eğitim fakülteleri için yaratıcı öğretim programlarının geliştirilmesinde Türkiye Yüksek Öğretim Kurumu’na katkı sağlayacağı düşünülmektedir. Ayrıca bu çalışma, mevcut sosyal bilgiler öğretmenlerimizin yenilikçi sosyal bilgiler öğretmeni olma konusunda durumları hakkında kara verme merci olan milli eğitim bakanlığımızın ilgili kurumlarına fikir verebilir.

It is important for social studies teachers to renew themselves on the basis of lifelong learning in the 21st century, where knowledge is constantly renewed, and to be able to use new knowledge, ideas and technologies effectively in their lessons. When social studies teachers have the skills of innovative thinking, entrepreneurship, solving problems, critical thinking and decision making, they will be able to respond to the demands of today's society. The purpose of this study, is to find out the social studies teachers’, works for Turkish ministry of education, perceptions of innovative social studies teachers and social studies education in primary schools. Qualitative research approach was used in this research. The research is designed according to the phenomenological research design. In the scope of the research, 14 social studies teachers were deliberately interviewed in the spring semester of 2017-2018 academic year. The data were collected by a semi-structured interview form approved by the relevant field experts. Open-ended questions were directed to social studies teachers. The answers of the social studies teachers included in the study were written by the researchers simultaneously during the interview process. The data of this qualitative research were analyzed by using content analysis method. Most of the teachers who participated in the research described their innovative teacher as the teacher who follows developments and constantly improves himself. Their Colleagues, conferences and seminars are the most influential people and organizations in social studies teachers about being an innovative teacher. Again, teachers need to become more innovative, additional specialized training technologies and foreign languages. The greatest opportunity for social studies teachers to be innovative is EBA and seminars. The insufficiency of weekly course hours of social studies is considered to be the biggest obstacle to becoming an innovative teacher. The most important impact of innovative social studies teaching is the success of students and teachers. Again, teachers see the internet and EBA as the most important tool in achieving innovations in their courses. In addition, a significant proportion of the teachers think that education is an essential part of innovative social studies. The most important reason is to be a teacher who can follow developments and innovations. Self-sufficiency is the most important reason of this education. These findings obtained from the research; in developing the creative teaching curriculum, for faculties of education which they will be trained innovative teachers of Turkey is expected to contribute to the Higher Education Institution. In addition, this study may provide insight to the relevant institutions of Turkish Ministry of Education, which is a decision-making authority on the status of our current social studies teachers in becoming an innovative social studies teacher.
