Alışveriş Merkezi Çalışanlarına Yönelik Bir Model Önerisi: İşyeri Esaslı Sosyal Diyalog Modeli

Prekarya, küresel kapitalizmin sınıf yapısında meydana getirdiği değişimleri açıklamak için son çeyrek yüzyılda geliştirilen kavramlardan biridir. 21. yüzyılda neoliberal ekonomik politikaların hâkim olmasıyla birlikte işgücü piyasasında güvencesiz çalışanları (iş piyasası güvencesi, istihdam güvencesi, iş güvencesi, çalışma güvenliği, vasıfların yeniden üretiminin güvencesi, gelir güvencesi ve temsil güvencesi) tanımlamak için kullanılan prekarya kavramı, literatürde, sayıları her geçen gün artan yeni istihdam şekillerinde çalışanları tanımlamak maksadıyla kullanılmaktadır. Bu çalışmanın amacı, prekarya sınıfında değerlendirilen Alışveriş Merkezi (AVM) çalışanlarının sorunlarını çeşitli değişkenler açısından incelemek ve bu doğrultuda sosyal politika önerileri geliştirmektir. Araştırmada nitel araştırma yöntemlerinden durum çalışması tercih edilmiştir. Bu kapsamda, 2021 yılında İstanbul ili sınırları içerisinde 16 AVM’de, değişik sektörlerde istihdam edilen 30 çalışan birey ile alanda uzman akademisyenler tarafından geliştirilmiş yarı yapılandırılmış görüşme formu kullanılarak, herhangi bir zaman kısıtı olmaksızın yüz yüze görüşmeler gerçekleştirilmiştir. Katılımcılara demografik bilgileri dışında, çalışma hayatı ile ilgili sorular yöneltilmiştir. Elde edilen veriler NVivo Pro 12 bilgisayar programı yardımıyla analiz edilerek yorumlanmıştır. Araştırma bulgularına göre; AVM çalışanları arasında işyerlerinde ayrımcılık yapılmadığı ve ücret ayrımcılığının olmadığı tespit edilmiştir. Ayrıca çalışanların ücret memnuniyet düzeylerinin düşük olduğu, çalışanlar arasında sendikalı olma yaklaşımının yeterince ilgi görmediği, çalışanların işyerinde meydana gelen değişikliklerde görüşlerinin alınmadığı belirlenmiştir. Araştırma sonucunda çalışanların yönetime katılmalarının sağlanabilmesi adına “işyeri esaslı sosyal diyalog” modeli önerilmiştir.

The precariat is one of the concepts developed over the last quarter-century to elucidate the shifts global capitalism has brought about in class structure. With the dominance of neoliberal economic policies in the 21st century, the concept of the precariat, which is utilized to indicate precarious workers (labor market security, employment security, job security, work security, skill reproduction security, income security, and representation security) in the labor market, is used in the literature to describe workers in new forms of employment, the number of which is increasing day by day. The purpose of this study is to investigate the problems of shopping mall workers considered in the precariat class for various variables and to develop social policy recommendations accordingly.  In the study, a case study method from qualitative research methods was preferred. Within this scope, face-to-face interviews were held with 30 workers employed in different sectors at 16 Malls within the boundaries of Istanbul city in 2021 using a semi-structured interview form developed by scientists specializing in this field. Apart from their demographics, participants were asked about their working life. The obtained data were interpreted by analyzing it with the help of the NvIvo Pro 12 computer software. According to the research findings, there was no discrimination in workplaces and no wage discrimination among Mall workers. It was also determined that employees' wage satisfaction levels were low, the approach of being unionized was not getting enough attention among employees, and employees' views on changes at the workplace were not being taken into consideration.  As a result of the research, a model of "workplace-based social dialogue" was proposed to enable employees to participate in management practices.
