Sosyal Hizmet Kurumlarında Muhasebe Sisteminin Organizasyonu

Mal ve hizmet üreten bütün organizasyonlarda para ve para benzerleri ile ifade edilen mali işler muhasebe fonksiyonu altında yürütülmektedir. Sosyal hizmet kurumlarının görev yetki ve sorumlulukları 2828 Sayılı Sosyal Hizmetler Kanunu’nda (2828 Sayılı Kanun) düzenlenmiştir. Sosyal hizmet kurumlarının toplumsal amaçları ortak, kurumsal amaçları farklılık gösterebilir. Bu da sosyal hizmet kurumlarının amacına göre farklı muhasebe sistemi gerektirmektedir. Çalışmada, toplumsal amaçları ortak olsa da kurumsal amaçları farklı olan sosyal hizmet kurumlarının muhasebe sistemleri incelenerek farklılıkların ortaya çıkarılması amaçlanmaktadır. Bu doğrultuda, kütüphaneler, elektronik veri tabanları ve internet kaynakları taranarak sosyal hizmet kurumlarının muhasebe sistemi ile ilgili bilgi kaynaklarına ulaşılmıştır. Kaynaklar incelenerek muhasebe sistemlerinin benzer ve farklı özellikleri belirlenmiştir. Sosyal hizmet kurumları Hazine ve Maliye Bakanlığı’nın 1 Sıra No’ lu Muhasebe Sistemi Uygulama Genel Tebliğinde yer alan Tek Düzen Hesap Planı (TDHP) çerçevesine uygun bir  hesap planı kullanmaktadır. Ancak her kurumun işleyişi ve kaynakları ile tabi olduğu yasal düzenlemeler farklı olduğu için; hesap sınıfı, hesap grubu aynı kalmak suretiyle büyük defter hesaplarının adlarında farklılık olduğu, vakıflarda 7/B maliyet hesap gruplarının kullanıldığı, Sosyal Yardımlaşma ve Dayanışma Vakıfları’ nda (SYDV) ise maliyet hesap grupları ve nazım hesap gruplarının kullanılmadığı, kamu sosyal hizmet kurumlarında 8’li hesap grubunun bütçe ve ödenek işleri için kullanıldığı görülmüştür.

In all organizations that produce goods and services, financial affairs expressed in money and money equivalents are carried out within the accounting function. The duties, authorities and responsibilities of social service institutions are regulated in the Social Services Law No. 2828. The social mission of social service institutions may be common, but their institutional aims may differ. This requires different accounting system  according to the purpose of social service institutions. In the study, it is aimed to reveal the differences by examining the accounting system of social service institutions that have different corporate goals, although they have common social missions. In this direction, information resources related to the accounting system of social service institutions were reached by scanning libraries, electronic databases and internet resources. By examining the sources, similar and different features of accounting information systems were determined. Accordingly, social service institutions use a Chart of Accounts in accordance with the Uniform Chart of Accounts framework included in the General Communique on Accounting System Implementation No. 1 of the Ministry of Treasury and Finance. However, due to the fact that the operation and source of each institution and the legal regulations to which it is subject are different, the name of the general ledger account items and sub-accounts differ, provided that the account class, account group and functioning remain the same, while 7/B cost account groups are used in foundations, cost account groups and off-balance sheet items account groups are not used in foundation of social help and solidarity, It has been concluded that 8 account groups are used for budget and appropriation transactions in central government public social service institutions.
