Marxist açıdan kent sorunsalı 1960’lı yıllardan itibaren yaklaşık yüzyılı aşan bir suskunluğun ilk defa Fransız Marksist olan sosyolog Henri Lefebvre tarafından bozulmasıyla yeniden ele alınmıştır. 1970’li yıllarda kentin oldukça düzensiz, parçalı ve kuralsız bir şekilde büyüdüğünü belirten ve bu gelişmeleri gerek kentin içine gerekse dışına doğru patlamalarla oluşan bir kentsel form olarak analiz eden Lefebvre,  eleştirel kent sosyolojisinin ve kentsel politik ekonominin öncüsü kabul edilmektedir. Henri Lefebvre kent hakkı kavramını ilk kez 1968 yılında “Şehir Hakkı”  adlı eserinde kullanmıştır. Kent hakkının temel amaçlarının kenti değiştirmek ve kentsel mekânın kontrolünün devlet ve sermaye kesiminden alarak kent sakinlerine aktarılması ile kentsel mekânın temelini meydana getiren mevcut güç ilişkilerinin yeniden tanımlanması olduğunu ifade etmektedir. Neoliberalizmin kendisini, en somut gösterdiği alanlardan biri de kenttir. Lefebvre'nin mekân ve kent hakkı kuramlaştırması, özellikle neoliberal dünya düzeni bağlamında, kentsel çalışmalarda yeni tartışmalara olanak sağlamıştır. Lefebvre, kent mekânında küresel sermayenin hâkimiyet kurduğunu ve bunun sonucunda da kentte birtakım eşitsizliklerin yaşanmasına yol açtığını ifade etmektedir. Bunun sonucunda da kentlerin bir yaşam alanı olmaktan çıkarak değişim değeri üzerinden nitelendirildiğini vurgulayan Lefebvre, kentteki eşitsizliklerin ve ihlallerin ancak kent hakkı mücadelesi ile giderilebileceğini belirtmektedir Bu çalışmanın temel amacı ise ilk kez Lefebvre tarafından 1960’lı yılların sonunda dile getirilen kent hakkının neoliberal kent politikaları karşısındaki durumunu ortaya koymaktır.

The main purpose of this study is to reveal the situation of the right to the city, first expressed by Lefebvre at the end of the 1960s, against neoliberal urban policies.
