G-20 Ülkelerinde Sera Gazı Salınımının Seçilmiş Sağlık Göstergelerine Etkisi

Sanayileşme ve hızlı teknolojik gelişme birçok sorunu da beraberinde getirmiştir. Ülkelerin ekonomik büyümeyi artırarak toplumsal refahı yükseltme düşüncesi, çevre kirliliği ve onun insan sağlığına etkilerinin ihmal edilmesine ve kontrolsüz bir büyümeye neden olmuştur. Son yıllarda önemli oranlara ulaşan çevre kirliliği sadece insanların değil, dünyadaki bütün canlıların hayatını tehdit eder duruma gelmiştir. Bu durum halk sağlığı üzerinde olumsuz etkilere neden olurken toplumun sağlık düzeyinide düşürmektedir. Çevre kirliliği insan sağlığına doğrudan etkilemekte, insanların sağlık kalitesinide düşürmekte, ölüm oranlarını artırmakta ve sağlık harcamalarının artmasına neden olmaktadır. Bu çalışmada G-20 ülkelerinde 1995-2016 döneminde sera gazı (CO2 emisyonu) salınımının kişi başı sağlık harcaması, doğuşta yaşam beklentisi ve kaba ölüm oranı üzerindeki etkisi araştırılmıştır. Analizler için ikinci nesil eş bütünleşme testlerinden olan ve Westerlund & Edgerton (2007) tarafından ileri sürülen LM eş bütünleşme testinden yararlanılmıştır. Buna göre, G-20 ülkelerinde karbondioksit emisyonunda meydana gelen bir değişikliğin sağlık göstergeleri üzerindeki etkisinin ülkelere göre farklılık gösterdiği tahmin edilmiştir. Ayrıca G-20 ülkelerinde karbondioksit emisyonu ile ele alınan göstergeler arasında uzun dönemli bir ilişkinin olduğu, karbondioksit emisyonundaki %1’lik artışın sağlık harcamalarını %0,07 oranında artırdığı tespit edilmiştir. Doğuşta yaşam beklentisi ve kaba ölüm oranı üzerinde ise karbondioksit emisyonunun istatistiksel olarak bir etkisinin olmadığı sonucuna ulaşılmıştır. Karbondioksit emisyonunun ele alınan göstergeler üzerindeki etkileri ülkeler bazında incelendiğinde farklı sonuçların elde edildiği görülmüştür.

Industrialization and rapid technological development brought with it many problems. The idea of increasing the social welfare by increasing the economic growth of the countries has led to an uncontrolled growth and neglect of environmental pollution and its effects on human health. Environmental pollution, which has reached significant proportions in recent years, has become a threat not only to humans but also to all living things in the world. While this situation causes negative effects on public health, it also decreases the health level of the society. Environmental pollution directly affects human health, decreases the health quality of people, increases mortality rates and causes an increase in health expenditures. In this study, the effect of greenhouse gas emission (CO2 emission) on G-20 countries in 1995-2016 period on per capita health expenditure, life expectancy at birth and crude death rate was investigated. For the analyzes, LM co-integration test, which is the second generation co-integration tests and proposed by Westerlund & Edgerton (2007), was used. Accordingly, it has been estimated that the impact of a change in carbondioxide emissions in G-20 countries on health indicators will vary by country. In addition, it was determined that there is a long-term relationship between the indicators discussed and carbondioxide emissions in G-20 countries, and 1% increase in carbondioxide emissions increased health expenditures by 0.07%. It was concluded that carbondioxide emission had no statistically effect on life expectancy at birth and crude death rate. When the effects of carbondioxide emissions on the indicators under consideration are analyzed base in countries, it is seen that different results are obtained.
