Bu çalışmanın amacı 1980’lerden itibaren tüm dünyada devleti küçültmenin bir aracı olarak gündeme gelen ve ekonomik krizlerden çıkışın bir reçetesi olarak görülen özelleştirme uygulamalarının Türkiye’de zamanla değişen mantığını tartışmaktır. Özelleştirme kavramı Türkiye’de 1980’lerde kullanılmaya başlanmış ve 1986 yılındaki ilk özelleştirmeden bu yana hep tartışılmıştır. Özelleştirme en basit tanımıyla kamunun mülkiyetinde bulunan işletmelerin özel sektöre devredilmesidir. Ancak özelleştirme sadece bu tanımla sınırlı değildir. Hizmet satın alınması, yap-işlet-devret-gibi yöntemlerin kullanılması, Kamu Özel Ortaklığı (KÖO) birliği modeli ile gerçekleştirilen projeler de aslında bir çeşit özelleştirme yöntemidir.  Türkiye’de özelleştirmenin serüveni ve değişen mantığının tartışıldığı bu çalışmada özelleştirme birçok yazarın yaptığı gibi üç dönem halinde incelenmiştir. Özelleştirmeler uygulandıkları dönemin koşullarına ve siyasi iradenin politikalarına göre değişmiştir. 1980-1990 arası dönemde daha çok küçük çaplı kamu işletmeleri özelleştirilirken, 2001 ve sonrası dönemde ise büyük ölçekli kamu iktisadi işletmeleri özelleştirilmiştir. 1990 öncesi dönemde daha çok halka arz şeklinde gerçekleşen özelleştirmeler, 1990-2001 arası dönemde ve 2001 sonrası dönemde blok satış şeklinde kendini göstermiştir. Zamanla özelleştirmenin amaçlarında da değişim meydana gelmiştir. 2001 öncesi daha çok zarar eden Kamu İktisadi Teşebbüsleri (KİT) özelleştirilirken, 2001 sonrası Adalet ve Kalkınma Partisi iktidarı döneminde sadece zarar eden değil faaliyet gösterdiği sektörde tekel konumunda olan ve kar eden KİT’ler de özelleştirilmiştir. Ayrıca günümüzde kamu-özel sektör ortaklığıyla gerçekleştirilen projelerin sayısı da artmış ve yeni bir uygulama olarak özel sektörün işlettiği bu yatırımlar için hazineden müşteri garantisi verilmeye başlanmıştır. Bu çalışma nitel araştırma yöntemlerine dayanmaktadır. Çalışmada literatür taraması yapılarak özelleştirme ve KÖO ile ilgili veriler derlenip yeniden yorumlanmıştır. Sayısal veriler T.C Merkez Bankası, Hazine ve Maliye Bakanlığı, Özelleştirme İdaresi Başkanlığı ve Cumhurbaşkanlığı Strateji ve Bütçe Başkanlığının veri tabanlarından derlenmiştir. Ayrıca KÖO projeleri için ödenen garanti ücretleri ile ilgili bilgi ve belge eksikliğinden dolayı bu veriler gazete haberlerinden derlenmiştir. Bu çalışma ile alan yazında eksik görülen ve yeterince tartışılmayan Türkiye’de hizmet alım garantisi/müşteri/geçiş garantisi tartışmalarına az da olsa bir katkı sunmak ve buradaki boşluğun doldurulması amaçlanmaktadır.

The purpose of this study is to discuss changing the logic of privatization implementations in Turkey that is on the agenda as a means of downsizing the state since the 1980s and seen as a recipe to overcome the economic crisis all over the world. Privatization was begun to be used in Turkey in the 1980s and has always been discussed since the first privatization in 1986. Privatization, in the narrow meaning, is the transfer of state-owned enterprises (SOEs) to the private sector. However, privatization is not limited to this definition. The contracting-out of services, the use of methods such as build-operate-transfer, and projects conducted by the public-private partnership model are actually a form of privatization. In this study, we analysed the privatization process of Turkey in three periods as many writers did. Privatizations have changed according to the conditions of the period in which they were applied and the policies of political will. While small-scale public enterprises were privatized between 1980-1990, large-scale state-owned enterprises were privatized in post-2001. Privatizations, which took place in the form of public offerings in the pre-1990 period, manifested themselves as block sales in the period between 1990-2001 and after 2001. The aims of privatizations have changed over time. While the SOEs that suffered more losses before 2001 were privatized, the SOEs that were monopoly in their sector and had high profits were also privatized during the post-2001 Justice and Development Party rule. Furthermore, the number of projects conducted with the public-private partnership has increased nowadays and as a new application, a customer /service purchase guarantee from the treasury has begun to be given for these investments operated by the private sector. This study is based on qualitative research methods. In the study, data on privatization and Public Private Partnership were compiled by literature review. The numerical data were collected from the databases of the Central Bank of the Republic of Turkey, the Ministry of Treasury and Finance, the Privatization Administration and the Presidency Strategy and Budget Directorate. Besides, due to the lack of information and documentation regarding the guarantee fees paid for Public Private Partnership projects, we collected the data from newspapers. With this study, it is aimed to provide a little contribution to the discussions on service purchase guarantee/customer guarantee/ transition guarantee, which are lacking in the literature, and to fill the gap here.
