Yapay zekâ teknolojisi insan hayatının hemen hemen her alanında önemli işlevleri yerine getirmeye başlamıştır. Yapay zekâ, eğitim, tıp, ekonomi, sanayi, üretim süreçleri, yönetim süreçleri, otonom sürüş, internet, endüstriyel robotlar vb. birçok ana sektörde giderek daha geniş bir alanda uygulanmaktadır. Yapay zekânın genişleyen kullanım alanları ve giderek toplumla bütünleşmesi belirli bir düzeyde faydalar getirmekle birlikte bazı kaygıları da beraberinde getirmiştir. Yapay zekâya dayalı uygulamaların neden olduğu veya beraberinde getirdiği güvenlik riskleri, işsizlik, mahremiyetin ve gizliliğin ihlali, ayrımcılık vb. çeşitli sorunlar, insanların yapay zekâ uygulamalarına yönelik kaygı duymalarına neden olmaktadır. Bu durum sadece varsayımsal bir konu olmayıp söz konusu sorunlar insanların bir kısmının hayatında doğrudan tecrübe ettikleri sorun alanlarıdır. Bu bağlamda yapay zekâya dayalı düzenlemelerin geliştirilmesi çok yönlü bir işbirliğini gerektirmektedir. Bu işbirliğinde sadece akademik camia değil, kişiler, kurumlar, genel olarak toplum ve hükümetlerin etkin bir rol üstlenmesi kaçınılmaz görünmektedir. Bu bağlamda Avrupa Birliği (AB) de birlik bünyesinde bazı düzenlemelerde bulunma ihtiyacı içinde olmuştur. AB, yapay zekâ konusunda hem örgütsel düzeyde hem de üye ülkeler düzeyinde uzun süredir belli bir siyaset geliştirmeye çalışmaktadır. Bu çalışmada AB’nin yapay zekâ siyasetini nasıl inşa ettiği ve nasıl konumlandırdığı araştırılmıştır. Araştırmada yöntem olarak belge analizi ve tematik içerik analizine dayalı nitel bir yöntem kullanılmıştır. Araştırma sonucunda AB’nin kurumsal yapısı ve yetkili aktörleriyle birlikte yapay zekâ siyasetini inşa etmeye çalıştığı ve etik, insan merkezli ve değer temelli bir yaklaşımı vurgulayarak kendisini ABD ve Çin’den ayırmaya çalıştığı sonucuna varılmıştır.
Artificial intelligence technology has begun to perform important functions in virtually every aspect of human life. Artificial intelligence is being applied in an increasingly broad range of key sectors, including education, medicine, economics, industry, manufacturing processes, management processes, autonomous driving, the internet, industrial robots, and more. While the expanding scope of AI applications and its growing integration into society bring certain benefits, they have also raised some concerns. Various issues—such as security risks caused by or associated with AI-based applications, unemployment, violations of privacy and confidentiality, and discrimination—are causing people to harbor concerns about AI applications. This is not merely a hypothetical issue; these problems are areas of concern that some people have directly experienced in their lives. In this context, the development of AI-related regulations requires multifaceted collaboration. It appears inevitable that not only the academic community but also individuals, institutions, society at large, and governments will need to play an active role in this collaboration. In this context, the European Union (EU) has also felt the need to establish certain regulations within the Union. The EU has long been working to develop a specific policy on artificial intelligence, both at the organizational level and at the level of member states. This study investigates how the EU has constructed and positioned its artificial intelligence policy. The study employed a qualitative methodology based on document analysis and thematic content analysis. The findings indicate that the EU is working to shape its artificial intelligence policy in conjunction with its institutional structure and key actors, and is seeking to distinguish itself from the United States and China by emphasizing an ethical, human-centered, and values-based approach.
