Siyaset Bilimi açısından bakıldığında terör kavramı, açıklaması tam anlamıyla yapılamamış bir kavramdır. Çünkü terör olgusu, kısmi göreceli bir bakış açısı da barındırmaktadır. Bu sebepten dolayı yazılan bu makalenin öncelikli amacı iç savaş ve terör olgularının birbiri ile iç içe girmiş noktalarını göstererek insanların bu iki olguya bakış açılarını geliştirmek, nihai amacı ise iç savaş fenomeninin teröre evrilmesi gerçekliğini gözler önüne sermektir. Böylece, günümüz ‘vekalet savaşları’ anlayışının aslında nasıl sonuçlara sebep olabileceği ve bu tür anlayışı benimsemiş devletlerin ilerleyen süreçlerde nasıl durumlarla karşı karşıya kalabileceği konularını anlamış olacağız. Bunu yaparken Adli Bilimler gibi hem sosyal bilimleri hem de fen ve sağlık bilimlerini içeren multidisipliner alanları da kullanacağız. Çünkü Adli Bilimler, birçok bilim dalı ile ilişkilidir ve içerisinde çeşitli bilim dallarını da barındırmaktadır. Terör olgusunun en önemli unsurlarından birinin ‘suç’ olması, suçun bir insan eylemi olması, failin ve mağdurun da insan olması sebebi ile insanı inceleyen Antropoloji bilimleri de Adli Bilimlerin doğal bir parçası haline gelmiştir. Fiziki Antropolojinin bir alt disiplini olarak ortaya çıkan ve Adli Antropoloji olarak adlandırılan bu disiplin antropolojik incelemeler ile suç araştırmalarına katkı sağlamaktadır. Burada bahsedilen suç olgusu, bizim bu çalışmamızda da anlatacağımız savaş suçu ve meşruiyet kavramlarına temel oluşturmaktadır. Bunun yanında günümüzde artan sosyal medya araçları ve internetin hızla yaygınlaşması ile dijitalleşme artmaya başlamıştır. Dijitalleşen dünya ve insanlar, karşımıza Dijital Antropoloji kavramının çıkmasına da sebep olmaktadır. Özellikle terör örgütlerinin dijitalleşmeyi etkin biçimde kullanması, devletlerin de bu sahaya yönelmesi sonucunu doğurmaktadır. Antropolojik açıdan da yaklaşacağımız terör olgusunu açıklamak için ise öncelikle savaş ve iç savaş kavramlarının açıklanması, bu olguların nasıl ortaya çıktıkları hakkında detaylı bir inceleme yapılması gerekmektedir. Böylece iç savaş gibi çağlardır karşılaştığımız bir fenomenin, günümüzün popüler gerçekliği olan terörizme dönüşümünü gözler önüne sermiş olacağız.

From the point of view of Political Science, the concept of terrorism is a concept that has not been fully established. Because the phenomenon of terrorism also contains a partial relative point of view. For this reason, the primary aim of this article is to improve people's perspectives on these two phenomena by showing the intertwined points of civil war and terrorism, and the ultimate aim is to reveal the reality of the evolution of civil war phenomenon into terrorism. Thus, we will understand how today's understanding of ‘proxy wars’ can actually cause consequences and what kind of situations the states that have adopted such an understanding may face in the future. In doing so, we will also use physical sciences and fields such as Forensic Sciences. Because the field of Forensic Sciences is related to many branches of science and has the feature of harbouring different branches of science. Since the crime is a human act and the perpetrator and the victim are human beings, anthropological sciences that examine human beings have become a natural part of Forensic Sciences. This discipline, which emerged as a sub-discipline of Physical Anthropology and called Forensic Anthropology, contributes to crime investigations with anthropological studies. The crime phenomenon mentioned here is the basis for the concepts of war crimes and legitimacy that we will explain in this article. In addition, digitalisation has started to increase with the increasing social media tools and the rapid spread of the internet. The digitalised world and people also lead to the emergence of the concept of digital anthropology. Especially the effective use of digitalisation by terrorist organisations leads states to turn to this field. In order to explain the phenomenon of terrorism, which we will also approach from an anthropological perspective, it is necessary to first explain the concepts of war and civil war, and to make a detailed examination of how these phenomena emerged. Thus, we will reveal the transformation of a phenomenon such as civil war, which we have encountered for ages, into terrorism, which is today's popular reality.
