Bu çalışmada, 6360 Sayılı Kanun sonrasında kırsal mahalle muhtarlarının, köylerinin mahalle statüsüne getirilmesine ilişkin düşüncelerini araştırmak ve elde edilen verilerin, büyükşehir ve ilçe belediyesine yönelik hazırlanacak kanunların kapsamlı ve işlevsel olmalarına katkı sunmak amaçlanmıştır. Tarihi süreç içerisinde bakıldığında Osmanlı imparatorluğu döneminden günümüze kadar varlıklarını koruyan köy yönetimleri, bulunduğu yerleşim yerinin ihtiyaç duyduğu hizmetleri tam olarak belirleyerek yerine getiren, köylünün sahip olduğu mal varlıklarını koruyan ve düzenini sağlayan en küçük yerel yönetim birimleri olmuştur. 6360 Sayılı Kanunla, köy yönetimlerine ilişkin olarak yapılan düzenleme neticesinde bütün bunlar ortadan kaldırılarak, köyler kentlerin mahalleleriyle aynı statüye getirilmiştir. Çalışma kapsamında Mersin Anamur İlçesinin kırsal mahalle muhtarlarıyla yüz yüze görüşmeler yapılmış ve 23 katılımcıya anket çalışması uygulanmıştır. Araştırma kapsamında yapılan anketlerden elde edilen veriler, SPSS 20.0 programında analiz edilmiş ve analiz paket programı kullanılarak anlamlı bilimsel çıktılar haline getirilmiştir. Elde edilen bilimsel veriler sonucunda; %86,9 katılımcı, köyün mahalleye dönüştürülmesi sürecinde, muhtarların görüşlerinin alınması gerektiğini, %56,5 katılımcının köylerinin Mersin Büyükşehir belediyesinin bir mahallesi haline dönüştürülmesinin her açıdan olumlu olduğunu, %47,7 katılımcı Mersin Büyükşehir ve Anamur İlçe Belediyelerinin il özel idarelerine göre daha iyi hizmet sunumu yaptığını, %43,4 katılımcının köylerinin mahalleye dönüştükten sonra, daha fazla ve kaliteli hizmet sunumu yapıldığını, %39 katılımcı gelen hizmetlerin sayısının ve etkinliğinin kalitesinin arttığını, %30-35 katılımcının Anamur Belediyesinin Mersin Büyükşehir Belediyesine göre daha fazla ve kaliteli hizmet sunduğunu belirtmiştir.

In this study, it is aimed to investigate the thoughts of rural neighborhood mukhtars regarding the transformation of their villages into neighborhood status following Law No. 6360 and to contribute to the comprehensive and functional nature of the laws to be prepared for the metropolitan and district municipalities with the data obtained. When looked at in the historical process, village administrations, which have preserved their existence from the Ottoman Empire period to the present day, have been the smallest local government units that precisely determine and fulfill the services needed by the settlement in which they are located, protect the assets of the villagers and ensure order.As a result of the regulation made regarding village administrations with Law No. 6360, all these were eliminated and villages were brought to the same status as the neighborhoods of cities. Within the scope of the study, face-to-face interviews were conducted with rural neighborhood mukhtars in Anamur District of Mersin and a survey was applied to 23 participants. The data obtained from the surveys conducted within the scope of the research were analyzed in the SPSS 20.0 program and converted into meaningful scientific outputs using the analysis package program. As a result of the scientific data obtained; 86.9% of the participants stated that the opinions of the mukhtars should be taken into account in the process of transforming the village into a neighborhood, 56.5% of the participants stated that the transformation of their village into a neighborhood of the Mersin Metropolitan Municipality was positive in every respect, 47.7% of the participants stated that the Mersin Metropolitan and Anamur District Municipalities provided better service compared to the provincial special administrations, 43.4% of the participants stated that more and higher quality services were provided after their villages were transformed into neighborhoods, 39% of the participants stated that the number and effectiveness of the services received increased, and 30-35% of the participants stated that the Anamur Municipality provided more and higher quality services compared to the Mersin Metropolitan Municipality.
