Sanayi devriminden sonra hızlı bir şekilde dünyayı etkisi altına alan teknoloji ve yenilik, küresel rekabet ortamında ülkelerin büyüme ve kalkınma stratejilerinde etkili olmuştur. Özellikle 1980’den sonra ülkeler açısından itici güç olarak kabul edilen Ar-Ge ve inovasyon çalışmaları önemli bir yol kat etmiştir. Bilim ve teknolojinin hâkim olduğu günümüz dünyasında ekonomik sistemin teknolojiden etkilenmediğini söylemek zordur. Dolayısıyla günümüz şartlarında sektörlerin yenilikleri kullanması ile bilgi ve teknoloji temelli politikaların uygulaması elzem hale gelmiştir. Bu nedenle inovasyon kavramı özellikle üretimde önemli bir faktördür. Ülkelerin gelişim düzeyleri yenilikçilik göstergeleri kullanılarak karşılaştırılmaktadır. Yenilikçilik göstergeleri olarak Ar-Ge faaliyetleri, patent çalışmaları, bilimsel yayınlar, araştırmacı sayıları, eğitim istatistikleri, üretkenlik ölçümü gibi göstergeler kullanılmaktadır. Çalışmada, inovasyon göstergesi olarak patent veri setinden yararlanılmıştır. 2016-2020 dönem verilerinin kullanıldığı çalışmanın analizinde haritalandırma yöntemi kullanılmıştır. Çalışma orta-yüksek teknolojiye sahip imalat sanayi alt sektörleri özelinde gerçekleştirilmiş olup orta-yüksek teknolojiye sahip imalat sanayi alt sektörlerinin toplam patent başvuru sayıları il düzeyinde incelenmiştir. Yapılan analizde çıkan sonuçlar alt sektörler düzeyindeki patent başvuruları hakkında bilgi sunmadığından dolayı orta-yüksek teknoloji grubu içinde yer alan imalat sanayi alt sektörlerinin inovasyon yapısını ve sektöre yönelik uygulanan Ar-Ge ve yenilikçilik politikalarının başarı düzeyini ortaya koyabilmek adına bu teknoloji grubunda yer alan tüm alt sektörler ayrı ayrı incelenmiştir. Analiz sonucunda; Türkiye’de orta-yüksek teknoloji grubuna ait alt sektörlerin yıllar içerisinde pozitif yönde gelişim gösterdiği tespit edilmiştir. Bu gelişimin küresel rekabet ortamında yeterli olmadığı ve sektörde faaliyet gösteren firmaların diğer ülkeler ile rekabet edebilme şansı yakalayabilmesi için teşvik politikaları ile sektörün desteklenmesi gerektiği sonuçlarına ulaşılmıştır.

Technology and innovation, which quickly affected the world after the industrial revolution, have been influential in the growth and development strategies of countries in the global competitive environment. Especially after 1980, R&D and innovation studies, which are accepted as the driving force for countries, have come a long way. In today's world dominated by science and technology, it is difficult to say that the economic system is not affected by technology. Therefore, in today's conditions, with the use of innovations by the sectors, the application of information and technology-based policies has become essential. For this reason, the concept of innovation is an important factor especially in production. The development levels of countries are compared using innovation indicators. Indicators such as R&D activities, patent studies, scientific publications, number of researchers, education statistics, productivity measurement are used as innovation indicators. In the study, the patent data set was used as an innovation indicator. The mapping method was used in the analysis of the study, in which 2016-2020 period data were used. The study was carried out for the sub-sectors of the manufacturing industry with medium-high technology and the total number of patent applications of the sub-sectors of the manufacturing industry with medium-high technology were examined at the provincial level. Since the results of the analysis do not provide information on patent applications at the level of sub-sectors, all sub-sectors in this technology group in order to reveal the innovation structure of the manufacturing industry sub-sectors in the medium-high technology group and the success level of the R&D and innovation policies applied for the sector analyzed separately. As a result of the analysis; It has been determined that the sub-sectors belonging to the medium-high technology group in Turkey have developed positively over the years. It has been concluded that this development is not sufficient in the global competitive environment and that the sector should be supported with incentive policies in order for the companies operating in the sector to have a chance to compete with other countries.
