Türkiye’de 2021 YÖK raporu verilerine göre 77 vakıf üniversitesi bulunmaktadır. Bu da toplam üniversite sayısının yaklaşık %40’na karşılık gelmektedir. Dolayısıyla vakıf üniversiteleri Türkiye'deki üniversite eğitim sisteminde önemli bir yere sahiptir. Eğitim sisteminde bu paya sahip vakıf üniversitelerinin tüm faaliyetlerini kuruluş amaçlarına uygun olarak vakıf anlayışı içerisinde gerçekleştirmeleri, elde ettikleri kaynakları eğitim öğretim başta olmak üzere en etkili ve verimli şekilde kullanmaları gerekmektedir. Bu hedef doğrultusunda YÖK bünyesinde Vakıf Yükseköğretim Kurumları Daire Başkanlığı kurulmuş, eğitim kalitesini değerlendirmek, kalite standartlarını belirlemek ve eğitim birliğini sağlamak için çalışmalar yapılmıştır. Bu çalışmalardan en önemlisi her yıl Vakıf Yükseköğretim Kurumları Raporlarıdır. Bu raporda vakıf üniversiteleri birçok kriter doğrultusunda kıyaslanmakta, aynı şekilde vakıf üniversitelere dair verilere yer verilmektedir. Bu çalışmada bu gereklilikten yola çıkarak, YÖK tarafından kurulan Vakıf Yükseköğretim Kurumları Daire Başkanlığı’nın belirlediği kriterler doğrultusunda, vakıf üniversitelerinin performanslarını belirlemek amaçlanmıştır. Performanslarını belirlemede yer alan kriterleri ağırlıklandırmak için Bulanık FUCOM, üniversiteleri sıralamak için ise Bulanık MARCOS yöntemleri kullanılmıştır. Elde edilen sonuçlara göre URAP Tp en önemli kriter olmuş, performans sıralamasında ise İstanbul Medipol Üniversitesi ilk sırada, Alanya Hamdullah Emin Paşa Üniversitesi son sırada yer almıştır. Ayrıca önerilen modelin güvenilirliğinin ve sağlamlığının test edilmesi amacıyla çeşitli duyarlılık analizleri uygulanmıştır. Bu uygulamada yer alan ve ilk defa uygulanan duyarlılık analizi ÇKKV çalışmalarına da bir öneri niteliğindedir. Duyarlılık analizlerinden elde edilen bulgular göstermektedir ki, önerilen model tutarlı ve sağlam sıralama sonuçları üretmektedir.

According to the 2021 Higher Education Institution (YÖK) report data, there are 77 foundation universities in Turkey. This corresponds to approximately 40% of the total number of universities. Therefore, foundation universities have an important place in the university education system in Turkey. Foundation universities, which have this share in the education system, need to carry out all their activities in accordance with their foundation purposes and use the resources they have obtained in the most effective and efficient way, especially in education. In line with this goal, the Foundation Higher Education Institutions Department was established within the body of YÖK, and studies were carried out to evaluate the quality of education, to determine quality standards and to ensure education unity. The most important of these studies is the Foundation Higher Education Institutions Reports every year. In this report, foundation universities are compared in line with many criteria, and data on foundation universities are also included. Based on this requirement, in this study, it is aimed to determine the performance of foundation universities in line with the criteria determined by the Department of Foundation Higher Education Institutions established by YÖK. Fuzzy FUCOM methods were used to weight the criteria in determining their performance, and Fuzzy MARCOS methods were used to rank the universities. According to the results obtained, URAP Tp was the most important criterion, and Istanbul Medipol University was in the first place and Alanya Hamdullah Emin Pasa University was in the last place in the performance ranking. In addition, various sensitivity analyzes were applied to test the reliability and robustness of the proposed model. The sensitivity analysis included in this application and applied for the first time is also a recommendation for MCDM studies. Findings from the sensitivity analyzes show that the proposed model produces consistent and robust ranking results.
