20.yy’ın son çeyreği ile 21.yy’ın ilk çeyreğinde bütün dünyayı etkisi altına alan küreselleşme gerek ekonomik hayatta gerekse siyasal hayatta pek çok değişim ve dönüşüme sebep olmuştur. Ekonomik küreselleşmenin hızlı bir şekilde yayılmasıyla birlikte, dünya ülkeleri arasındaki coğrafi sınırlar önemini yitirmiş, sermaye, mal, insan ve teknoloji ulusal sınırları aşarak bütün dünyada serbest bir şekilde dolaşıma girmiştir. Ekonomideki hızlı küreselleşme siyasal hayatı da yakından etkilemiş, ulus devlet çeşitli alanlarda değişim ve dönüşüm sürecine girmiştir. Bu süreçte ulus üstü yapıların ve çok uluslu şirketlerin ulus devlete rağmen daha etkili oldukları gözlemlenmiştir. Piyasa koşullarında hizmet vermeye doğru yönlendirilen ulus devletler yeni kamu yönetimi anlayışı çerçevesinde daha rasyonel ve daha liberal eğilimleri kamu yönetimi süreçlerinde kullanır hale gelmişlerdir. Ancak COVID-19 Küresel pandemisiyle birlikte küreselleşme, ulus devlet, kamu yönetimi sistemi ve yeni kamu yönetimi düşüncesi yeniden tartışmaya açılmış, küresel pandemi sürecinde yeni kamu yönetimi düşüncesinin uygulanabilirliği de dâhil olmak üzere kamu yönetimi süreçlerine dair pek çok konu tartışmaya açılmıştır. Çalışma kapsamında küreselleşme sürecinin ortaya çıkışı, bu süreçte ulus devletin uğradığı değişim, yeni kamu yönetiminin ortaya çıkışı, özellikleri ve klasik kamu yönetiminden farkları, COVID-19 sürecinde ulus devletin ve kamu yönetimi sisteminin aldığı pozisyon ve nihâyet küresel salgınla mücadele sürecinde yeni kamu yönetimi düşüncesinin uygulanabilirliği incelenmiştir. COVID-19 sürecinde ulus devletlerin ve kamu yönetimi sistemlerinin daha hızlı, daha esnek ve daha rasyonel hareket etmeleri gerektiği salgınla mücadele sürecinde karşımıza çıkan temel bir ihtiyaçtır. Ulus devletlerin bu ihtiyaca yeni kamu yönetimi düşüncesinin imkânlarını kullanarak cevap verip veremeyecekleri üzerinde tartışılmaya değer bir konudur. 

Globalization, which affected the whole world in the last quarter of the 20th century and the first quarter of the 21st century, has caused many changes and transformations in both economic and political life. With the rapid spread of economic globalization, the geographical borders between the countries of the world have lost their importance, and capital, goods, people and technology had crossed national borders and circulated freely all over the world. The rapid globalization in the economy has also affected the political life closely, and the nation state has entered the process of change and transformation in various fields. In this process, it has been observed that supranational structures and multinational companies are more effective despite the nation state. Nation states, which are oriented towards serving in market conditions, have come to use more rational and more liberal tendencies in public administration processes within the framework of the new public administration approach. However, with the COVID-19 global pandemic, the idea of globalization, the nation state, the public administration system and the new public administration has been reopened for discussion, and many issues related to public administration processes, including the applicability of the new public administration idea in the global pandemic process, have been opened to discussion. Within the scope of the study, the emergence of the globalization process, the change in the nation-state in this process, the emergence of the new public administration, its characteristics and differences from the classical public administration, the position of the nation-state and the public administration system in the COVID-19 process, and finally the applicability of the new public administration thought in the fight against the global epidemic examined. The need for nation states and public administration systems to act faster, more flexible and more rationally during the COVID-19 process is a basic need that we encounter during the fight against the epidemic. Whether nation states can respond to this need by using the possibilities of the new public administration idea is a subject worth discussing.
