Tarihsel süreç içerisinde her medeniyet ve dinler tarihi alanında olduğu gibi İslam dini ve medeniyetinde de ekonomi ve maliye ilmine ilişkin birçok alim ve devlet adamı tarafından çalışmalar yapılmış ve diğer dinler ile medeniyetlerden farklı olarak daha çok eserler ortaya konulmaya başlanmıştır. Çalışılan eserler arasında yer alan ve kamu maliyesi alanında en eski tarihe sahip olan Kitabu’l Haraç, İmam Ebu Yusuf tarafından kaleme alınmış ve kamu maliyesi alanında ilk olarak gösterilen bir eserdir. Halife Harun Reşid’e yaptığı tavsiyeler üzerine oluşturulan eserde, devletin (Abbasi Devleti) vergi toplama ve hizmetler sunması gibi faaliyetlerine ilişkin hükümler yoğun olarak yer almıştır. Eserde kamu maliyesine ilişkin olarak; kamu harcamaları, kamu gelirleri, tarımsal vergilendirmeye yönelik hükümler yer almaktadır. Ayrıca devlet yönetimine ilişkin esaslar, tarımsal verimliliği artırıcı nitelikte tavsiyeler ile piyasa fiyatına yönelik hükümler vb. birçok konuya ilişkin içerikten oluşmaktadır. Bu çalışmada, İmam Ebu Yusuf’un eseri Kitabu’l Harac’ta yer alan kamu maliyesine ilişkin hükümler incelenmiştir. Ayrıca çalışmada İmam Ebu Yusuf perspektifiyle günümüzde yaşanan küresel gelişmeler ve pandemi süreci üzerine değerlendirmeler yapılarak bir yargıya ulaşılmak amaçlanmaktadır. Çalışmanın önemini tarihsel süreç içerisinde 8. yüzyılda yazılan bu eserin yoğun olarak kamu maliyesine ilişkin bilgiler içermesi ve günümüzde yer alan bazı hadiselere ışık tutması ile buna yönelik çıkarımlarda bulunulması oluşturmaktadır.

In the historical process, studies have been carried out by many scholars and statesmen on the science of economy and finance in the Islamic religion and civilization, as in every civilization and the history of religions, and more works have started to be produced, unlike other religions and civilizations. Kitabu'l Haraç, which is among the works studied and has the oldest history in the field of public finance, is a work written by Imam Abu Yusuf and shown first in the field of public finance. In the work, which was created based on the recommendations he made to the Caliph Harun Reşid, provisions regarding the activities of the state (Abbasid State) such as collecting taxes and providing services were heavily involved. Regarding public finance in the work; There are provisions for public expenditures, public revenues, and agricultural taxation. In addition, principles regarding the state administration, recommendations to increase agricultural productivity and provisions for market prices, etc. It consists of content related to many subjects. In this study, the provisions on public finance in the book of Imam Abu Yusuf, Kitabu'l Harac, were examined. Also in the study, with the perspective of Imam Abu Yusuf, it is aimed to reach a judgment by making evaluations on today's global developments and pandemic process. The importance of the study is that this work, which was written in the 8th century in the historical process, includes information about public finance and sheds light on some events taking place today and making inferences about it.
