Göç konusu bütün ülkelerin özellikle de ülkemizin en temel sorun alanlarından biri olarak güncelliğini korumaktadır. Göç, öncesi ve sonrasıyla ilgili tüm aktörlerle birlikte küresel bir konu ve sorun alanı olarak değerlendirilmelidir. Bu değerlendirmeyi yapabilmek adına her bir aktörün göç politikalarına etkisinin incelenebileceği gibi aktörlerden biri olarak sivil toplum kuruluşu da sayılabilen düşünce kuruluşlarının bu konudaki etkinliklerine bakılması önemli bir adımdır. Bu çalışmanın temel amacı, düşünce kuruluşlarının göç gibi önemli bir konu ile ne kadar ilgilendiklerinin ve bu konuda hangi faaliyetleri ne şekilde gerçekleştirdiklerinin ortaya konulmasıdır. Bu amaç çerçevesinde öncelikle örneklem, sınırlar ve yöntem belirlenmiştir. Çalışmanın örneklemi; Pennsylvania Üniversitesi’nde bulunan en prestijli uluslararası düşünce kuruluşu sıralamasını yapan Düşünce Kuruluşları ve Sivil Toplumlar Programı tarafından 2020 raporunda sıralanmış Türkiye menşeili düşünce kuruluşlarıdır.  Çalışmanın sınırları ve yöntemi, 2015 yılı ve sonrasında düşünce kuruluşlarının resmi internet sitelerinde yayınladıkları göç ile ilişkili faaliyetler ve bu faaliyetlerin çeşitli kriterler çerçevesinde incelenmesinden oluşmaktadır. Elde edilen bulgular değerlendirildiğinde; örneklem olarak belirlenen düşünce kuruluşlarının göç politikaları konusunda farklı düzeylerde etkin oldukları sonucuna ulaşılmıştır. Buna göre konum itibariyle göç olgusunun Türkiye için güncelliğini asla kaybetmediği gerçeğinden yola çıkarak; işlenmiş bilgileri çeşitli yollarla ortaya koyan düşünce kuruluşlarının değerlendirmelerini, göç politikalarının şekillenmesinde göz önünde bulundurmak etkili ve verimli sonuçlara ulaşmak açısından tercih edilmelidir.

The issue of migration remains up-to-date as one of the most fundamental problem areas of all countries, especially our country. Migration should be considered as a global issue and problem area together with all actors related to before and after. In order to make this consideration, it is an important step to examine the effects of each actor on migration policies, as well as the activities of think tanks, which are one of the actors, on this issue. The aim of this study is to reveal to what extent think tanks are interested in an important issue such as migration and how they carry out activities on this issue. For this aim, firstly the sample, limitations and method were determined. The sample of the study is the think tanks of Turkish origin listed in the 2020 report by the Think Tanks and Civil Societies Program, which ranks the most prestigious international think tanks located at the University of Pennsylvania. The limitations and method of the study consists of the migration-related activities published by think tanks on their official websites in 2015 and after, and the examination of these activities within the framework of various criteria. When the obtained findings are evaluated; It was concluded that the think tanks that were selected as the sample were effective at different levels on migration policies. Accordingly, based on the fact that the migration position will never lose its topicality for Turkey; considering the evaluations of think tanks that present processed information in various ways in shaping migration policies should be preferred in order to achieve effective and productive results.
